The Department of Justice and Community Safety is seeking a Contract Officer to provide a critical role within Contracts and Infrastructure Branch.

About the Business Unit

The Contracts and Infrastructure Branch (CIB) is responsible for contract management, commercial oversight and advisory services, as well as the effective management and maintenance of all Corrections and Justice Services' prison and related infrastructure. This includes:

  • The management and oversight of major contracts including those for private prisons
  • Representing the Corrections and Justice Services' interests on infrastructure and construction projects to ensure the best possible outcome for stakeholders and commercial partners
  • The development and implementation of all required systems, processes and policies to sustain this diverse asset portfolio

About the Role

The Contract Officer is responsible for monitoring various components of individual contracts and contributing to ongoing contract management and compliance business functions, compliance reviews, performance analysis, individual projects and ongoing monitoring of the prison to ensure all contracts are delivered to the defined standards.

To conduct the performance analysis and validation, this role will be required to work onsite at the private prison locations, in addition to the office-based functions. Weekly site visits will be required, that can include regional Victoria. At times this may involve overnight travel.

Some of your duties will include:

  • Develop and implement the contract compliance processes and ensure the Contract Administration Manual remains current.
  • Provide advice, including the identification, analysis and resolution of emerging issues, opportunities, risks and trends affecting contract compliance.
  • Prepare and review contract administration documentation including reports, schedules, briefing material and meeting minutes.
  • Maintain onsite presence, conduct reviews and prepare reports on the delivery of contracts, site inspections, audits and validation reviews as necessary.
  • Conduct detailed analysis as required to support conclusions relating to contractual or operational issues occurring at contracted prisons and within other contracts.

About you

To be successful in this role, you will have:

  • Demonstrated experience delivering contract administration activities within a highly sensitive environment
  • Understanding and experience within the Corrections environment will be advantageous.

Qualifications/requirements

  • There are no mandatory qualifications for this role, however a relevant qualification in business or contract administration would be highly regarded.
