ESTA is the critical link between the Victorian community and the state's emergency services agencies, it partners with the agencies to improve service delivery to the community. It provides Victoria's 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES and manages the provision of advanced, operational communications for police, ambulance, fire services and the SES.  Its vision is to be a high-performing team, trusted by the community and our partners to deliver the right emergency response. And its central goal is to save lives and prevent harm through speed and accuracy in emergency operations. 

About the role

The Wellbeing and Support Services Lead is a member of the People and Capability leadership team and will be required to coordinate and undertake a range of often complex, technical or sensitive, strategic and operational activities involving strategy development, research, analysis, stakeholder management and communication. 

The role is responsible for delivery of the mental health plan initiatives and for the governance, monitoring, and reporting of mental health and psychological service delivery. The position also oversees the implementation of the mental health and psychology service delivery model processes and procedures. 

The managerial and advisory aspects of this role will encompass several important functions and provide strategic support and authoritative advice to the Executive Director working in tandem with the Manager, Health, Safety & Wellbeing.

Key Accountabilities include but are not limited to: 

  • Lead the delivery of the implementation phase of the 2024 Mental Health Plan, which includes designing, developing and implementing mental health and wellbeing policy, projects and supports.
  • Lead and manage ESTA's Wellbeing and Support Services ecosystem to deliver high quality, strategic, effective, and responsive wellbeing and support services to ESTA employees aligned to best practice models.
  • Implementation and ongoing management of a clinical governance informed framework.
  • Implement prevention and early intervention strategies to promote continuous support and improvement in welfare, mental health and wellbeing, and suicide prevention.
  • Manage the delivery of key mental health strategies to raise leader capability, understanding and support for mental health awareness.
  • Manage wellbeing contracts and vendors to deliver ESTA's requirements.
  • Provide expertise on evidence-based health promotion strategies, services, events and programs to increase awareness of specific work health and safety issues in an emergency communications environment.
  • Provide advice and contribute to the provision of clinical services.
  • Analyse relevant data and information, prepare written submissions and other correspondence, providing recommendations to resolve issues.
  • Recommend and assist in the establishment and maintenance of health service professional networks.
  • Evaluate projects and initiatives to measure their success; and identify and provide recommendations for future improvement.
  • Coordinate and improve the peer support program including peer cohort development, coaching, and de-briefs. 

About you

To be considered for this fantastic opportunity, you will have: 

  • Current unconditional and unrestricted registration as a Psychologist or Clinical Psychologist with AHPRA
  • A minimum of five years postgraduate experience in mental health delivering a range of evidence based psychological strategies.
  • Demonstrated strategic and policy planning, development and implementation skills.
  • Specialist expertise in the development and implementation of current evidenced based mental health and well strategies.
  • Experience integrating best practice mental health and wellbeing research into strategies at an organisational level that protect, promote and mitigate against risk to psychological health and wellbeing.
  • Strong stakeholder engagement and management skills including the ability to build relationships both internally and externally.
  • Highly developed written communication skills and ability to develop detailed reports and advice for the board, governance authorities, and stakeholders.
  • Proven experience establishing objective and strategic priorities that have clear and achievable direction and targets.
  • Identifying training needs that align with the mental health strategy
  • Success in managing oversight for wellbeing supports including EAP, Peer Support Program and early intervention programs.
  • Strong interpersonal skills and the ability to work with a wide range of stakeholders.
  • The successful applicant must satisfy the National Police Records Check standard that includes fingerprinting.
