Position Details
We currently have two opportunities for Procurement Specialists to join the Finance & Corporate Services function at ESTA –
- One permanent full-time position
- One fixed term full-time position for 12 months
About ESTA
ESTA is the critical link between the Victorian community and the state's emergency services agencies and it partners with the agencies to improve service delivery to the community. It provides Victoria's 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES and manages the provision of advanced, operational communications for police, ambulance, fire services and the SES. Its vision is to be a high-performing team trusted by the community and our partners to deliver the right emergency response. And its central goal is to save lives and prevent harm through speed and accuracy in emergency operations.
About the role
We are seeking two positive and energetic Procurement Specialists. The successful applicants will be joining a small team of collaborative and hard-working professionals. A can-do attitude and a teamwork approach are essential to success.
Reporting to the Head of Procurement, the successful candidate will be responsible for leading and undertaking complex and non-complex procurement planning, tendering and contract management activities, while ensuring compliance with legislation, and relevant ESTA and Victorian Government Procurement Board policies, procedures and protocols.
The variety and challenge in this role will come from the following duties:
- Managing the end-to-end procurement process and providing clear direction, assistance and support for Requests for Quotes/Proposals/Tenders
- Delivering value for money outcomes within agreed timeframes and budget
- Leading contract formation and undertaking contract administration activities, ensuring compliance with legislation and ESTA policies
- Providing comprehensive, high-level advice to contract managers in relation to RFx processes, contractual requirements and SLA's
- Reporting outcomes to relevant committees as required; and
- Assisting in the development and review of complex procurement documentation
About you
To be considered for this opportunity, you will have the following:
- Relevant tertiary or industry qualifications in procurement or a similar discipline (finance, law, contract management, project management, supply chain etc); and/or
- At least 5 years' substantial experience in a procurement role, or a similar discipline.
- Extensive experience in a range of procurement activities, including the preparation of market release documents
- Demonstrated ability and understanding in sourcing goods and services via market processes
- Strong interpersonal skills and the ability to work with a wide range of stakeholders
- The successful applicant must satisfy the National Police Records Check standard that includes fingerprinting.
