About ESTA

ESTA is the critical link between the Victorian community and the state's emergency services agencies and it partners with the agencies to improve service delivery to the community. It provides Victoria's 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES and manages the provision of advanced, operational communications for police, ambulance, fire services and the SES. 
Its vision is to be a high-performing team trusted by the community and our partners to deliver the right emergency response. Its central goal is to save lives and prevent harm through speed and accuracy in emergency operations.


About the role

The Strategic Communications Adviser is a key and active participant of the Corporate Affairs team.

Reporting to the Corporate Affairs Manager, the role designs, drives and delivers key, strategic, people- focused internal communications initiatives and also develops and delivers effective communication strategies and supports all executives and people leaders to drive a healthy, constructive culture and open communication.


Key accountabilities 

  • Design and deliver integrated internal communication strategies and initiatives that support ESTA's strategic objectives and generate a constructive dialogue across all levels of the organisation.
  • Help drive the implementation of an internal communication framework, including governance of channels and tools, and champion the framework.
  • Provide strategic communication advice, incorporating a range of communication solutions that work to support ESTA's transformation, culture and engagement levels.
  • Work closely with senior leadership to plan communication activities and provide coaching advice and support to help leaders deliver more effective and engaging communication.
  • Prepare communication support for major initiatives, including industrial relations matters, and incorporate change management strategies (to support leaders in managing people-related changes.
  • Anticipate and prepare communication needs for major issues and initiatives to support a proactive and effective approach to internal issues management.
  • Build communication capabilities and capacity across the organisation through provision of coaching and training in communication tactics, production and the effective use of communication channels.
  • Plan and manage an internal communication program, including the oversight and alignment of project-related communications, to ensure consistency in messaging, tone and approach.
  • Promote the Vision and goals of the organisation both internally and externally, with professionalism and enthusiasm and in accordance with ESTA, Emergency Management Sector and Victorian Public Sector plans and policies.
  • Maintain a safe, positive and productive work environment free from discrimination, bullying and harassment; comply with ESTA policies and procedures
  • Other duties as directed by the Corporate Affairs Manager, consistent with the above duties and responsibilities.


About you

To be considered for this opportunity, you will have the following: 

  • Demonstrated high-level strategic internal communication capabilities and experience, including in contemporary communication strategies that support internal change.
  • Demonstrated experience utilising contemporary communications tools and content management systems including electronic direct mail and intranet.
  • Experience in stakeholder engagement, preferably with government or statutory organisations.
  • Excellent verbal and written communication skills and personal presentation.
  • Excellent interpersonal skills with a variety of stakeholders and demonstrable facilitation and liaison skills
