The position of Senior Capability Development Advisor forms a part of the Human Resources branch in Office of the Chief Operating Officer division within Employment, Investment and Trade group.

The Employment, Investment and Trade Group delivers programs and services to grow the Victorian economy.  Its focus is on creating jobs and raising incomes through industry development, targeted investment and increasing the export value of Victorian firms.

The Office of the Chief Operating Officer is committed to supporting operational effectiveness across the EIT Group, and the building of a high performing and constructive culture.


The purpose of this role is to lead the development of a skills and capability framework for Employment, Investment and Trade (EIT) and an associated training suite.

The Senior Capability Development Advisor will undertake a wide variety of engagement across the EIT Group to audit the skills and capabilities required for leaders, managers and technical specialists across Divisions. 

They will be responsible for the identification, design and implementation of key capability development training and initiatives. This may include linking to available resources from the broader Department of Economic Development, Jobs, Transport and Resources (DEDJTR); sourcing and procuring appropriate supplementary training programs; coordinating the development of; or undertaking the design of bespoke training programs.

The role reports to the Director, Human Resources, within the Office of the Chief Operating Officer. To be successful in this role, highly developed consultation and networking skills; advanced knowledge and experience with adult learning and corporate learning and development practices; understanding of leadership and people manager best practice; and the ability to work effectively as a member of a team, are essential.
