About the job

The key roles of the position to be to: 

Provide expert advice on project costing and economic analysis requirements to staff developing investment proposals (including best practice guidance, methods, tools, templates and resourcing requirements)  

Review investment proposals developed by staff to ensure rigorous cost estimation and economic analysis is undertaken to inform decision making.  

Research and develop policies, procedures, and systems that ensure VicRoads approach to conducting costing and economic analysis is appropriate, efficient and effective. 

Lead the development and implementation of initiatives that build organisational capability in undertaking best practice costing and economic analysis approaches. 

Review and update existing costing and economic analysis tools and develop and implement new tools where gaps have been identified . 

Negotiate with and influence key internal and external stakeholders to develop and maintain effective role of investment appraisal and evaluation within VicRoads Investment Management Approach. 

Exercise independent judgement in extensive planning and implementing work scheduling matters, where resources, objectives and methods are only partially defined. 

What we are looking for: 


Ideal candidate for this role will have a degree or relevant knowledge and experience in project costing and economic analysis.

Candidates should be able to:  

Apply innovative and specialist problem solving skills to develop effective customer focused solutions to recurring customer issues 

Apply well developed specialist skills in utilising and/or managing the use of economic analysis tools and procedures 

Effectively develop and support staff on how to use economic data to investigate new projects 

Lead the development of improvements to costing and economic analysis tools and procedures 

Provide expert advice in applying principles of triple bottom line evaluation and the monetisation of benefits 

Role model and actively promote VicRoads culture of Care, Share and Dare. 

Knowledge and/or experience with applying Australian Transport Assessment and Planning Guidelines (previously known and National Guidelines for Transport System Management) will have added advantage.
