Commercial Analyst, Bus Services Recontracting Program

  • $85,279 to $96,759 plus superannuation
  • Fixed term (2.5 years)

The Bus Services Recontracting Program (BSRP) team is part of the Commercial Branch of the Department of Transport (DoT) and is responsible for bus services recontracting projects. Current projects are the recontracting of 1600 regional school, town, airport and V/Line branded bus services contracts and the Melbourne Bus Franchise (MBF) that are due to expire between 2019 and 2021

Reporting to the Deputy Director, the Senior Commercial Analyst will provide analytical support and advice to all bus recontracting projects within the broader BSRP. These projects range from negotiating smaller regional contracts through to the large-scale tender for MBF services, which is approximately 30 percent of the metropolitan Melbourne bus network (currently operated by Transdev).

Key elements of the role include analysing bus contract payments scenarios, operator cost structures and fleet financing arrangements as well as supporting the development of efficient operator comparators, negotiation benchmarks and tender evaluation tools. The successful applicant will have experience in leading independent research and analysis and providing accurate and timely advice to senior staff based on evidence-based objective analysis.

To be successful in this role you will have a demonstrated understanding of Government policy and programs relating to transport, as well as experience in stakeholder engagement and advice at senior levels of the bus projects. You will be capable of adhering to probity and confidentiality requirements in a government procurement environment.

Successful candidates will be required to undergo a National Police Records Check prior to commencing employment with the Department.
