The position of Senior Project Officer – Ports & Shipping forms a part of the Maritime Safety  Branch within TSV.

TSV is Victoria's integrated safety regulator for bus, maritime & rail transport.  It is headed by the Director, Transport Safety whose statutory  object is to independently seek the highest transport safety standards consistent with the transport system's vision & objectives under the Transport Integration Act 2010.

Reporting to the Manager Ports, Shipping & Maritime Emergencies, the Senior Project Officer – Ports & Shipping is responsible for improving maritime safety outcomes by conducting  risk-focussed  compliance reviews and inspections covering all safety duty holders involved in the delivery of services or operations in port and shipping systems across Victorian waters.

The incumbent is required to work with a range of stakeholders holding safety duties under the Marine Safety Act 2010 (Vic) to ensure they have identified the risks to navigational safety, assessed such risks and put in place suitable safety systems to mitigate the risks so far as is reasonably practicable. Stakeholders include port operators, harbour masters, VTS,  pilotage service providers and pilots, towage services providers and others providing related navigational safety services.

The Senior Project Officer – Ports & Shipping will prepare reports in accordance with TSV policy and process regarding the outcomes of reviews and inspections, including recommendations for appropriate regulatory intervention and provide clear and authoritative advice to stakeholders to improve navigational safety outcomes within Victorian waters.

The role is also responsible for  undertaking projects related to improve the safety of port and port stakeholder operations.

To be successful in this role you will have extensive expertise in developing and assessing safety management systems, particularly in accordance with risk management standards, SFAIRP principles and relevant legislative requirements. You should also have extensive experience in planning and conducting complex safety audits and compliance inspections. Commercial marine industry experience with a strong knowledge and understanding of commercial maritime navigational safety issues including knowledge of relevant legislation, regulations and codes of practice is highly regarded.
