The position of Team Leader – Waterway Safety & Risk Management forms a part of the Maritime Safety Branch within the Transport Safety Victoria.

Transport Safety Victoria (TSV) is Victoria's integrated safety regulator for bus, maritime and rail transport. It is headed by the Director, Transport Safety (Safety Director) whose statutory object is to independently seek the highest transport safety standards that are reasonably practicable, consistent with the transport system's vision and objectives under the Transport Integration Act 2010 (Vic). TSV regulates the safety of all marine, train, tram and bus operations in Victoria, both directly, and through service arrangements with the Office of the National Rail Safety Regulator and the Australian Maritime Safety Authority.

Reporting to the Senior Project Officer, Navigational Safety and VOZR, the Team Leader – Waterway Safety & Risk Management is responsible for managing the day-to-day operational aspects of the Waterway Safety team, including the tasking and allocation of resources. 

The role is responsible for improving maritime safety outcomes by leading, managing, developing and motivating a team of Waterway Safety Officers to implement and deliver a range of waterway management, navigational safety and boating safety initiatives.

A critical component of the role is the establishment of positive and supportive co-regulatory relationships with waterway managers and their employed transport safety officers, internal stakeholders and other key compliance partners.  A key component of this relationship is to enable and support them in carrying out their waterway management and maritime safety functions  through the delivery of projects, training, mentoring and co-regulatory activities to achieve enhanced waterway safety outcomes and improved regulatory compliance by vessel operators and other safety duty holders.

The incumbent will be required to develop strategies in response to the requirements of the broader organisation in respect to waterway management, navigational safety and boating safety issues in accordance with agreed priorities.  A key focus of the role will be maintaining and developing partnerships with waterway managers and other key internal and external stakeholders to deliver positive marine safety outcomes.

The position will be required to provide advice and guidance on marine safety issues to the recreational and commercial boating sectors, waterway managers and key industry stakeholders to provide for safe marine operations on Victorian waterways.

Specialist/Technical Expertise Required:

  • Understanding of government processes, policies and relevant legislative frameworks, in particular the Marine Safety Act 2010 (Vic), Marine Safety Regulations 2012(Vic) and the waterway management framework within Victoria.
  • Demonstrated knowledge and understanding of key issues associated with waterway management, navigational safety and boating safety in Victoria.
