The position of Senior Policy Officer – Biosecurity forms a part of the Animal Welfare Victoria & Agriculture Regulatory Policy Branch within the Agriculture Victoria Group.
The Animal Welfare Victoria and Agriculture Regulatory Policy Branch brings together agriculture and animal welfare policy and regulatory functions across the Agriculture portfolio.

We do this by working with the community and industry to enhance productivity; connect the sector with international markets, create jobs; support growth, and maintain effective biosecurity.
Reporting to the Principal Policy Officer – Animal Biosecurity, the Senior Policy Officer –Biosecurity will play a key advisory and leadership role in the management of animal biosecurity policy and legislation. They will need to display a ‘can-do' attitude and actively contribute to developing a culture of excellence, responsiveness and flexibility. The role will also be engaged in biosecurity matters more broadly, including the development of policy and legislation relating to food safety.
The main key accountabilities for the role include:
- Support the Principal Policy Officer in managing biosecurity policy and legislation, including the Livestock Disease Control Act 1994, the Livestock Management Act 2010 and the Agricultural and Veterinary Chemicals (Control of Use) Act 1992, their associated regulations, standards and legislative instruments.
- Undertake complex assessments and prepare high-level briefings, research papers and correspondence for and on behalf of the Minister and Executive management on biosecurity and food regulation.
- Identify, develop and monitor policies, legislation, briefings and risks relating to biosecurity and food regulation.
- Support the Principal Policy Officer in developing and maintaining systems and procedures to support the co-ordination and implementation of policy activities.
- Establish and manage relationships with stakeholders, local government, senior departmental staff, peers in other states and territories and other Victorian Departments and policy groups. Liaise, negotiate and collaborate across the department and Victorian Government.
