Position Details

Position purpose

The Coordinated Imagery Program (CIP) Strategic Review Manager is required to lead the successful delivery of a strategic review and re-engineering of DELWP's highly valued imagery and elevation acquisition program.  The role works closely with the CIP team and range of internal and external stakeholders to understand the current business model as well as future customer needs and expectations.  The review is a major deliverable for the Land Information and Spatial Services branch of the Strategic Land Assessment and Information Division – Land Use Victoria and will shape the service offerings, business model and funding approach for government acquisition of aerial imagery, elevation data and associated products for the next decade.


  • Lead the delivery of a strategic review of the Coordinated Imagery Program (CIP) that examines current vision, program purpose, program performance, business model and team structure.
  • Lead research and analysis into the future technology and customer trends, the current internal and external environment for imagery and elevation data acquisition to inform options development.
  • Evaluate the costs and benefits of different funding models in consultation with DELWP finance and in accordance with relevant Victorian Government policies, including the DataVic Access Policy and the Department of Treasury and Finance Cost Recovery Guidelines.
  • Facilitate effective engagement with the CIP team, senior stakeholders, current and future customers and industry professionals to build an evidence base and stakeholder buy-in for future program design.
  • Develop a vision, purpose and strategic options that can be tested with the input of key stakeholders against key risks and the divisions overall strategy.
  • Prepare a high quality and professional strategic plan as well as business cases, reports, presentations and project briefs and other and ad-hoc reports as required.
  • Contribute to the planning and implementation of internal change management processes that minimise the impact on business operations and maximise adoption of the change.
  • Initiate and maintain relationships with peers and senior internal and external stakeholders. Provide stakeholder management and coordination to ensure there is authorisation and buy-in at senior levels to the program review. Negotiate with stakeholders and peers to gain co-operation and meet timelines for delivery of the project, service or advice.
  • Willingness to develop strong, collaborative working relationships and model DELWP's values and behaviours, including contributing to strengthening the culture of the team and the branch.

Specialist/Technical Expertise

  • Proven experience in change management, strategic review or reform project delivery
  • Knowledge of commercial and/or IP settings for data services is highly desirable.
  • Proven commercial acumen and understanding of government budget processes highly desirable. 

This is a fixed-term position, for a period of 18 months.
