The position of Program Manager, Yallourn Incident Response forms a part of the Resources branch within the Rural and Regional Victoria group.

The Rural and Regional Victoria Group works with local businesses and communities to build a stronger economy and better future for rural and regional Victorians. Incorporating Regional Development Victoria, Resources branch and the Latrobe Valley Authority, with an overarching Rural and Regional Strategy branch, the group has employees throughout the Melbourne CBD and rural and regional Victoria.

Our group ensures rural and regional communities are vibrant, thriving and inclusive. We do this by working with business and communities to develop policies and programs that target job creation, infrastructure, regional planning, population and investment attraction.

The Program Manager, Yallourn Incident Response is responsible for planning and coordinating the overall delivery of Earth Resources Regulation's component of the inter-departmental work program for the regulatory response to repair flood damage to the Morwell River Diversion at the Yallourn coal mine. The Program Manager will plan, coordinate and administer a comprehensive program of activities to be delivered by a multi-disciplinary technical team comprising geotechnical, hydrogeology and civil engineers and regulatory inspectors drawn from across the regulator and collaboration with their counterparts in other government agencies.

The main key accountabilities of the role are:

  • Plan and coordinate the overall delivery of Earth Resources Regulation's component of the inter-departmental work program for the regulatory response to repair flood damage to the Morwell River Diversion at the Yallourn coal mine and related activities at the Hazelwood coal mine.
  • Implement and monitor Earth Resources Regulation's program governance, scope and document control requirements and manage the program schedule, budget, quality assurance, communications, risk and issues, procurement, milestone tracking, reporting and evaluation.
  • Work proactively with technical and program specialists from Earth Resources Regulation's Technical Services, Compliance and DJPR's other teams, the Department of Environment, Land, Water and Planning (as lead emergency response agency), Southern Rural Water, the Environment Protection Authority and other agencies to plan and coordinate the delivery of the regulatory response. Engage with mine licensees as relevant to plan and deliver elements of the work program.
  • Support the delivery of operational and emergency response activities during the repair of the flood damage to the Morwell River Diversion at the Yallourn coal mine and related activities at the Hazelwood coal mine.
  • Prepare high level advice for the Minister and Department Head and their delegates regarding the work program.
  • Participate actively as a member of the regulator's whole team to support a collaborative and supportive workplace.
