The Role
We are seeking a Senior Data Analyst to support the Survey Analytics team in leading Victoria's annual Student and Employer Satisfaction Survey program, collecting and analysing feedback from VET students and employers of apprentices and trainees. The team delivers high-quality, evidence-based insights on the performance, quality and outcomes of the Victorian training system, supporting system monitoring, evaluation, reporting and continuous improvement.
Key responsibilities include managing large-scale surveys, developing performance measures, delivering analysis to inform government policy and system improvement, and producing high-quality reporting through Power BI dashboards and dedicated survey portals.
In this role you will undertake complex analysis and reporting of survey data using tools such as R and/or Python, leads data and survey-related projects, and prepares high-quality analytical reports, papers and briefings for internal and external stakeholders. The position also contributes to the day-to-day management of survey suppliers and plays an active role in project management, procurement and contracting activities, supporting the broader work of the Victorian Skills Authority as required.
Main accountabilities:
- Undertaking complex analysis of the VSA's survey datasets using tools such as R and/or Python.
- Conducting analysis of survey data and research that supports strategic and operational decision-making across the VSA, as well as servicing routine data requests.
- Leading and/or supporting project management, procurement and contracting activities related to the Student and Employer Surveys.
- Preparing detailed analytical reports and presenting complex information to senior management and other stakeholders.
- Developing and maintaining Power BI dashboards for reporting survey results and conducting quality assurance of survey results presented in the VSA's dedicated online survey portal.
- Drafting papers and briefings for stakeholders including the Minister, VSA Executives and other Government entities.
- Contributing to the development of new analytical products and research programs that provide actionable insights to inform ongoing policy development.
- Working with other teams across the VSA, the Department of Jobs, Skills, Industry and Regions (DJSIR), and other Government departments as required.
The Team
The position of Senior Data Analyst forms a part of the Analysis and Insights Branch, which sits within Victorian Skills Authority.
The Victorian Skills Authority (VSA) provides evidence-based planning and solutions to meet current and future skills needs in Victoria. We are an administrative office led by a chief executive officer and supported by an advisory board of key stakeholders.
We report directly to the Minister for Skills and TAFE and work closely with the Office of TAFE Coordination and Delivery and the Skills and TAFE Group within DJSIR.
Our role is to gather and analyse industry data, identify where there are current and emerging skills shortages in Victoria's workforce, work with stakeholders to develop strategies to fill these gaps and drive engagement, collaboration and innovation across Victoria's skills system.
The VSA has 4 branches – Engagement and Skills Reform Branch, Services Branch, Analysis and Insights Branch and Executive and Corporate Services Branch.

About You
To be successful in this role, you will have the following main skills and experience:
- Data Literacy: High level skills and experience in the application of analytics to large and complex datasets; experience and expertise in survey design and data collection methodologies; considers data volume and variety for analysis and data presentation; strong coding skills in R, Python and/or similar.
- Critical thinking and problem solving: Accounts for wider system context when considering options to resolve issues; anticipates potential problems and pre-empts required actions; continually liaises with key stakeholders to ensure full understanding of the issues; evaluates implemented courses of action and makes adjustments as required.
- Conceptual and analytical skills: Deals with concepts and complexity comfortably; has creative ideas and can project how these can link to innovations; uses analytical and conceptual skills to reason through problems.
- Written communication: Prepares complex briefs, letters, emails and reports using clear, concise and grammatically correct language; edit written communications to ensure they contain the information necessary to achieve their purpose; ensure appropriate style and formats are used; translate technical information into easy readable material for Senior Executives.
- Project and stakeholder management: Defines tasks to be delivered to meet agreed outcomes; coordinates and guides others in the execution of work activities; clarifies expectations of the roles, process and outcomes with suppliers/ stakeholders; identifies and responds to stakeholders' needs; liaises regularly with suppliers/ stakeholders as required; builds mutually beneficial partnerships; uses understanding of the stakeholder's organisational context to ensure outcomes are achieved.
