Manager, NSA Investment Strategy
- Salary: $134,593 - $180,115 (Plus Superannuation)

The Role
Reporting to the Director, Strategy and National Reform, the Manager, NSA Investment Strategy, leads the NSA Investment Strategy team. The manager has a dedicated focus on strategic National Skills agreement (NSA) investment, coordination and strategic budget accountabilities as well as deep knowledge of the entire skills and TAFE portfolio. The manager leads a strategic and rigorous approach to planning investments under the NSA and liaises with Commonwealth officials to reach agreement on planned investments.
Below are the main responsibilities of the role:
- Strategically plan, manage and monitor investments under the National Skills Agreement (NSA) across the Skills and TAFE portfolio.
- Manage the preparation of complex briefs, letters, emails, and reports using clear, concise and grammatically correct language, edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs using contemporary communication methodologies to ensure access for multiple audiences.
- Manage, lead, and provide direction to the team to ensure engagement in the development and delivery of an aligned NSA investment strategy. Ensure that staff are supported and developed to have the capacity and capability to achieve agreed deliverables.
The Team
The position of Manager, NSA Investment Strategy forms a part of Policy and Strategy Branch (PSB).
Policy and Strategy Branch (PSB) leads the policy settings, performance monitoring and budget management for the Victorian Vocational Education and Training (VET) system. PSB partners across jurisdictions to influence strong skills outcomes though a contemporary national VET system. The branch influences and collaborates in policy design across the Department portfolios to achieve goals for all learners including cohorts of focus, using different system levers. PSB engages across the whole government to lead policy coordination for SE and contributes to strategic projects of SE priority.
About You
The successful candidate will ideally have the following skills and experience:
- Specialist Expertise: Delivery Management: Leads the planning, coordination and delivery of the investment strategy of the National Skills Agreement. Brings diverse stakeholders together and adopts collaborative approaches to solving complex planning and strategic problems.
- People Management: Aligns team with the organisational values and goals through effective people management and modelling; maximises effectiveness by selecting, developing, managing and motivating a high performing team, clearly defines role expectations, monitors performance, provides timely and constructive feedback and facilitates employee development; ensures staff are effectively deployed through effective workforce planning practices.
- Project Management: Consults, liaises with, and influences key stakeholders; produces detailed project plans where objectives are clearly defined and action steps for achieving them are clearly specified; monitors performance against objectives and manages project risks and issues; ensures project objectives are met.
