The Role

We are seeking a strategic and collaborative Policy Manager to lead the development and implementation of strategic ICT projects that strengthen and modernise the operations of the TAFE network. In this role, you will work closely with the TAFE network and key stakeholders across the department and funded organisations to understand their technology and business needs.

You will lead initiatives that identify opportunities for improved service delivery planning and contribute to the design of shared corporate platforms for the education sector. Your expertise in policy development, ICT project management, and government processes will ensure successful delivery of outcomes. This is a unique opportunity to contribute to meaningful system-wide reforms that achieve lasting benefits for the Victorian community.

Main Accountabilities

  • Manage new ICT projects to modernise and improve the efficiency of the Victorian TAFE Network.
  • Collaborate with stakeholders across the department and funded organisations to understand and address their technology and business needs.
  • Evaluate, design, and implement government ICT policies for enhanced service delivery.
  • Provide authoritative technical reports and clear advice to inform decision-making at senior levels.
  • Lead change management and transition strategies for embedding new systems and processes within the TAFE network.

The Team

The position of Policy Manager forms a part of the TAFE Strategy, Systems and Tertiary Governance branch within the Skills and TAFE group.

The TAFE Strategy, Systems and Tertiary Governance branch leads innovation and strategic reform for the Victorian TAFE Network (VTN). The branch is responsible for improving access, efficiency, and outcomes for the TAFE network by engaging with stakeholders, enhancing strategic system design, and promoting accountability frameworks. Its ongoing efforts are closely aligned with government priorities to ensure shared progress for education, industry, and community sectors.

About You

You are a highly skilled and forward-thinking professional with:

  • Solid experience in leading ICT project delivery across diverse platforms and systems.
  • A strategic approach to business planning, project management, and systems integration.
  • Advanced technical expertise and digital literacy to drive coherence in IT strategy across departments.

You will also possess excellent communication, relationship management, and innovation-driven leadership capabilities, delivering transformational improvements to modernise systems and strengthen partnerships.
