Policy Manager

  • Salary: $142,790 - $191,084 (Plus Superannuation)
  • Fixed term role: 7 months
  • Usual hours of work: Full time (flexibility may be available)
  • Usual work location: 121 Exhibition Street, Melbourne (flexibility may be available)

The Role

We're looking for a strategic and collaborative Policy Manager with demonstrated experience in policy development, strong technology analytical capabilities, project management in delivery of ICT initiatives, and a sound understanding of government processes. The ideal candidate will be responsible for supporting the development and implementation of strategic ICT projects to support the OTCD's strategic work program that seeks to strengthen and modernise the operations of the TAFE network.

Main accountabilities:

  • Explains highly complex concepts, ideas and issues to an executive (i.e. non-expert) audience
  • Provides highly specialist services or expert advice on service delivery
  • Develops briefs on highly complex issues that provide options for decision within an organisation 
  • Prepares technical reports at an authoritative level 

The Team

The position of Policy Manager forms a part of the TAFE Strategy, Systems and Tertiary Governance branch within the Skills and TAFE group.

The Office of TAFE Coordination and Delivery (OTCD) incorporating the TAFE Strategy, Systems and Tertiary Governance branch and the TAFE Performance, Finance and Infrastructure branch, plays a system leadership and management role for the Victorian TAFE Network (VTN) across Victoria.

About You

The successful candidate will ideally have the following skills and experience:

  • Systems Thinking: Establishes an integrated perspective of the organisation's systems and identifies the leverage points where intervention will add value. 
  • Digital and Technological Literacy: Typically an enterprise architect or technical architect; As an enterprise architect: drives coherence in IT strategy within or across departments to align IT capabilities against business outcomes.
  • Innovation and Continuous Improvement: Drives a culture of quality by design where quality practices are embedded in the service and solution delivery process.
