Senior Adviser, Data Analysis and Evidence
- Salary: $113,022 - $136,747 (plus superannuation)
- Fixed-term position for 2 years
- Usual hours of work: Full time (flexibility may be available)
- Usual work location: 289 Wellington Parade South, East Melbourne VIC 3002 (flexibility may be available)
The Role
The Senior Adviser, Data Analysis and Evidence will be responsible for undertaking and effectively communicating timely, accurate and insightful data analysis to VSA personnel and external stakeholders.
Key responsibilities include:
- Apply data collection, curation, analysis and research methods to identify issues, trends, relationships, risks and opportunities for policies, projects or initiatives relating to the Victorian economy with a particular focus on vocational education and training.
- Build and maintain relationships with stakeholders, including government agencies, industry partners, education and training providers and community.
- Present complex concepts, ideas and issues in a clear, confident manner to a range of internal and external stakeholders, of all levels of seniority.
- Prepare regular project reports, track progress, identify risks, and propose solutions.
- Manage the delivery of products and services in a timely, collaborative, responsive and effective manner.
Main accountabilities:
- Identify, research, analyse and make timely recommendations on strategy, policy and legislative issues relating to the future skills needs in Victoria.
- Contribute to the preparation of material including, cabinet submissions, parliamentary documents, reports, briefing and options papers for a variety of audiences.
- Present data and narrative in a way that is easy to understand by variety of audiences both in the VSA and external to the public sector.
- Collaborate with internal and external stakeholders to understand regulatory priorities, identify emerging trends, and deliver actionable, data-led insights that support strategic decision-making.
- Contribute to the development and delivery of comprehensive stakeholder engagement plans.
- Undertake inclusive research and analysis to provide an evidence base for the planning and development of policy, projects or initiatives relating to the VET sector.
The Team
The position Senior Adviser, Data Analysis and Evidence forms part of the Executive and Corporate Services Branch, which sits within the Victorian Skills Authority (VSA). The Victorian Skills Authority (VSA) provides evidence-based planning and solutions to meet current and future skills needs in Victoria. We are an administrative office led by a chief executive officer and supported by an advisory board of key stakeholders.
We report directly to the Minister for Skills and TAFE and work closely with the Office of TAFE Coordination and Delivery and the Skills and TAFE Group within DJSIR.
Our role is to gather and analyse industry data, identify where there are current and emerging skills shortages in Victoria's workforce, work with stakeholders to develop strategies to fill these gaps and drive engagement, collaboration and innovation across Victoria's skills system.
The VSA has 4 branches – Engagement and Skills Reform Branch, Services Branch, Analysis and Insights Branch and Executive and Corporate Services Branch.

About You
To be successful in this role, you will have the following main skills and experience:
- Policy Skills: Undertake research and analysis and prepare policy options/proposals; formulates and communicates public policy options and recommendations; scans for links and potential implications of proposed policy options.
- Written communication: Strong written communication skills; prepares complex briefs, letters, emails, and reports using clear, concise, and grammatically correct language; edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; ensures appropriate style and formats are used; translates technical information into easily readable material for Senior Executives and non-technical audience.
- Conceptual and analytical ability: Undertakes complex analysis of large datasets; deals with concepts and complexity comfortably; has creative ideas and can project how these can link to innovations; uses analytical and conceptual skills to reason through problems and present these problems and potential solutions in ways that are readily understood by key stakeholders and decision makers; demonstrates ability to align analysis to support critical questions.
- Stakeholder management: High level interpersonal and presentation communication skills with proven ability to liaise with a wide range of internal and external stakeholders; identifies issues in common for one or more stakeholders and uses to build mutually beneficial partnerships; identifies and responds to stakeholder's underlying needs; uses understanding of the stakeholder's organisational context to ensure outcomes are achieved and finds innovative solutions to resolve stakeholder issues.
- Project management and delivery: Develops project plans and clear objectives. Undertakes progress monitoring, identifies and manages risks and issues. Provides regular updates to senior stakeholders on progress and any issues. Pivots and responds to changes as required. Provides deliverables to senior people on time and to specification. Engages and communicates with relevant stakeholders. Undertakes procurement and contract management as required, aligned to Victorian government and VSA guidelines and protocols.
