Position Details

About the Role:

The Environmental Compliance Program (ECP) is a program of works established within the Infrastructure Services Directorate, responsible for the management and delivery improvements to address the environmental management, particularly water management and management of PFAS impacted soil. It is also responsible for the rehabilitation works of the former Fiskville Training College.

The program includes the delivery of capital and civil improvements, environmental testing and monitoring, and changes in environmental practices to ensure CFA continues to meet its legislative responsibilities and is compliant with Environmental Protection Authority (EPA) Clean Up Notices and requirements.

The Senior Procurement Advisor is required to assist with the delivery of the program's procurement, activities, ensuring that the Ministerial Direction for Public Construction Procurement in Victoria, Victorian Government Purchasing Board (VGPB) and CFA procurement policies and procedures are met. They will apply a continuous improvement approach to develop procurement documentation and build procurement expertise within the project teams, to support the program in achieving its objectives.

Reporting to the Procurement Manager - ECP, the Senior Procurement Advisor will work closely with the program managers and subject matter experts to successfully complete the required procurement documentation and activities.

The successful applicant will have:

  • Tertiary qualification in procurement or business, or equivalent proven procurement experience preferably in a government or construction related project environment.
  • A strong understanding of the Victorian Government Procurement Board framework, and Ministerial Directions for Public Construction Procurement in Victoria and the application of the framework in a project environment.
  • Demonstrated experience in preparing complex procurement, tendering and contract management documentation, and ensuring compliance with government frameworks, including the commercial requirements in relation to spending public money.
  • Proven experience in providing expert contracting and procurement advice and support within a project environment. 
  • Highly developed interpersonal and communication skills to engage with key stakeholders and subject matter experts, deliver high standard procurement documentation, and ensure effective and transparent procurement outcomes  
  • Demonstrated influencing and analytical skills with the ability to manage complexity and resolve issues as they arise, escalating when necessary to senior management.
