Position Details

The Portable Long Service Authority is an independent statutory body established to administer the Portable Long Service Benefits Scheme. 

The Portable Long Service Benefits Scheme began on 1 July 2019 to ensure eligible workers in the community services, contract cleaning and security industries can build up long service benefits based on time in their industry, rather than with a single employer.

The Authority is responsible to a Governing Board appointed by the Victorian Minister for Industrial Relations and is responsible for:

  • Registering employers who employ workers in the three industries
  • Maintaining a register of workers and employers for the scheme
  • Undertaking compliance and enforcement activities
  • Educating employers and workers of their responsibilities and entitlements under the scheme
  • Ensuring employers under the scheme submit regular activity reports and pay the appropriate levy
  • Paying the appropriate benefit to workers who qualify for it

PLSA is searching for an experienced Senior Business Analyst to join the Information Technology (IT) Business Unit in Bendigo.

Reporting to the IT Manager, the primary function of the role is to provide business systems and services that continue to enhance the operational effectiveness of the Portable Long Service Authority. The Senior Business Analyst will design new systems, as well as identify opportunities for improvement of current systems. This role will be responsible for leading process mapping, business requirements gathering and system design functions as well as Project Management when required. The role will also assist in delivering a future systems strategy and implementation to ensure systems are fit for purpose and enable the Portable Long Service Authority operations to be efficient and effective.

To be successful, you will have the following:

  • Experience with or ability to develop deep understanding of cloud-based IaaS, PaaS and SaaS capabilities.
  • Proven knowledge and experience in CRM, database technologies and relevant reporting systems.
  • Highly conceptual, analytical and strong product management skills, including a thorough understanding of how to interpret customer business needs and translate them into application
  • Proven experience or qualifications in a related Business Analysis stream, e.g. Degree, Diploma, or BABoK certification or similar
