The North East Link Program will deliver the missing link in Melbourne's road network that will finally complete the Metropolitan Ring Road by connecting the M80 to the Eastern Freeway to improve outer north-south links for road freight movement and improve travel time and reliability. Reporting to the Package Director, the Senior Environment Specialist will assist in the completion of project approvals, preparation of contract documents and in the compliance of delivery packages and approval conditions for the East Delivery Package within the North East Link Program (NELP) Delivery Freeways team.

North East Link is the biggest ever investment in Melbourne's north-east – changing the way people move around Melbourne.

Victoria's longest road tunnels will fix the missing link in our city's freeway network, take 15,000 trucks off local roads a day and slash travel times by up to 35 minutes. We'll also complete the Ring Road in Greensborough, overhaul the Eastern Freeway, build Melbourne's first dedicated busway and the North East Trail – more than 34km of walking and cycling paths.

About the Opportunity

Be part of a transformative infrastructure project for Victoria, with an exciting new role in the North East Link Program's Delivery Freeways!

As our Senior Environment Specialist, you will be embedded into the East Delivery Package, working alongside the Land Planning and Environment team as part of a multi-disciplinary team environment.

Reporting to the Package Director, you will play a vital role in the completion of project approvals, preparation of contract documents and in the compliance of delivery packages and approval conditions. The Senior Environment Specialist is responsible for supporting senior management with high quality advice, reports, and communication around key issues throughout the project lifecycle. This role also ensures that technical specialists are managed so that key objectives are being met efficiently and to a high standard, while maintaining a motivated and collaborative work environment.

This position will lead a small team of technical specialists, in a team that provides advice on primary project approvals, achieves secondary consents, and sets the environmental and planning requirements in the procurement of NELP's secondary packages. The East Package is in the early stages of development and currently preparing for the RFP-I stage coming this year. 

Travel and time spent at a future site office (Heidelberg) may be requirement of this position when we enter into the delivery phase. 

About You

This position requires a passionate, customer focused environment specialist with exposure to Government legislation, processes and practices. In addition to this, you are:

  • An exceptional communicator who thrives in a collaborative team environment, demonstrating technical expertise in directing and influencing consultants, disciplinary teams and contractors to achieve project objectives.
  • Passionate about all aspects of the environment and driven to implement change, collaborate and challenge the status quo to deliver project objectives for successful outcomes.
  • Knowledgeable and experienced in the delivery of technical advice on complex environmental matters within a major infrastructure or construction project environment.


  • A relevant tertiary qualification and experience in environmental science, environmental management or a similar discipline is mandatory.
