Who we are

Service Victoria is an Administrative Office within the Department of Premier & Cabinet charged with simplifying, improving and modernising essential government transactions and delivering customer service. 

We are working hard to deliver a customer service system around what Victorians want and need, rather than what works for government. We know people want easier access to government transactions, including online options.

We are a customer-centric organisation with functional expertise in customer experience, product development, public policy, agile delivery, information technology, service management and corporate governance. 

We have a mature digital services platform of contemporary cloud-based infrastructure, technical architecture and scalable and reusable common capabilities, with real-time integration into agency legacy systems. 

We will continue to progressively add new transactions and new functionality to existing capabilities, including digital licences, digital proof of identity, online accounts and payments, with a particular focus on our mobile app. 

The opportunity

The Procurement Officer will support Service Victoria in facilitating procurement activity at Service Victoria.  

Key responsibilities:

  • Working with Service Victoria's business areas to facilitate procurement
  • Drafting Project Initiation documents, project outcome documents, invitations to supply, evaluation plans and other procurement documentation
  • Assisting in managing procurement contracts including liaising with vendors to ensure that relevant procurement contractual obligations are being met to agreed service standards
  • Managing the invoice payment process
  • Maintaining contracts information centrally for organisational purposes
  • Facilitating the audit review process
  • Following procurement processes, and improving the documentation of processes where they are unclear including continuous improvement and alignment to relevant standards
  • Supporting implementation of and maintenance of the contract management system
  • Ad hoc financial projects as required
  • Experience in drafting procurement documents and undertaking processes
  • Strong analytical and numerical skills
  • Attention to detail and compliance with government procurement processes and requirements.
  • Working in a collegiate, dynamic, small team, and working independently to deliver work on time.
  • Ability to build collaborative relationships and contribute to the success of a team.
  • Willingness to work in a digital-first, paperless office environment.
