Regulatory Reform

The regulatory reform team delivers reform that makes it easier to do business and supports economic development, business investment and innovation, while improving community safety, health and wellbeing, and consumer and environmental outcomes. Some of the team's core functions include:

  • Developing a Whole of Victorian Government regulatory reform strategy and action plans
  • Providing advice to Government on matters relating to regulatory reform and local council policy
  • Working with other departments, agencies, regulators, and Local Government to lead, coordinate and support the delivery regulatory reform initiatives
  • Managing the Business Acceleration Fund to support initiatives that boost Victoria's productivity

About the role

Reporting to the Director, Regulatory Reform, this position will play a leadership role in the delivery of the Whole of Victorian Government regulatory reform strategy. It will work across government to further policy work to modernise regulatory frameworks, build capacity and capability across regulators and local council and support digitisation. As a senior member of the Regulation Group, the incumbent will contribute to fostering a positive team culture, and mentor and support team members, as well as strengthening our relationships and influence across government.

The position will play a key role in leading and managing a number of regulatory reform initiatives, engaging with Victorian regulators, departments and agencies and local councils to lead, coordinate and support the implementation of the regulatory reform strategy to deliver benefits for Victorians and businesses. The role will also include working with industry representatives and businesses to identify and respond to reform opportunities and will be required to lead and manage a small project team.

 Key accountabilities include:

  • Provide thought leadership to develop and guide DTF's position on key issues. Work independently and lead project and policy teams to deliver:
    • Victoria's regulatory reform agenda to improve Victoria's productivity
    • practical advice on economic and policy issues for senior management and government
    • research on complex economic, financial and/or public policy issues
    • briefings and policy advice that are timely, accurate, accessible, fit-for-purpose, and supports the strategic direction of the work group and department.
  • Communicate with, negotiate and influence, internal and external stakeholders on difficult and sensitive issues.
  • Lead small teams:
    • fostering a positive team culture
    • prioritising and managing workflow
    • managing staff, including providing feedback and supporting career learning and development
    • oversee and deliver initiatives and outcomes
    • planning and setting the direction for the team's work.

About you

The successful candidate will have demonstrable experience in:

Influence:  

  • extensive experience preparing high quality verbal and written briefings and advice; including the ability to convey complex issues persuasively and effectively in plain language
  • experience in building relationships and working with internal and external stakeholders to negotiate and persuade to achieve results.  

Conceptual and problem-solving skills:

  • demonstrated capacity to solve complex and ambiguous problems 
  • experience in using economic frameworks and principles, and/or experience in policy development and advice is preferred 

Analytical skills:

  • an eye for detail and ability to interpret and synthesise information, including using data to understand an issue  

Teamwork and Leadership:

  • ·experience leading a team, driving a positive culture, providing feedback and supporting others to pursue common goals

Responsiveness:

  • strong experience in providing timely and fit-for purpose advice and products for key stakeholders for some positions, experience in managing complex projects would be advantageous

Experience and Qualifications

Tertiary qualifications in economics, public policy, econometrics, commerce, statistics, law or a related field are required.
