About us

The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

Economic Growth Victoria (EGV)

EGV sits within the DTF portfolio and its staff reports to the Economic Growth Commissioner and is part of the DTF Regulation Group for budget and HR matters. The Commissioner is a statutory appointee of the Government.  The EGV will support the Commissioner to undertake a range of work to advance the Government's inclusive economic growth agenda, including undertaking research and inquiries commissioned by the government, engaging with stakeholders, and preparing advice:

  • to address immediate economic issues
  • on major issues affecting the performance of the Victorian economy
  • on the effectiveness of government programs; and
  • on regulatory matters.

The Commissioner may also provide the Government with independent advice on Regulatory Impact Statements (RISs) and Legislative Impact Assessments (LIAs) prepared by departments to ensure that Ministers are able to make well-informed decisions. This other function is supported by Better Regulation Victoria (BRV), which also sits within the DTF portfolio and its staff is part of DTF Regulation Group for budget and HR matters.

The Commissioner is supported by a small team of staff in EGV and together they work with the Victorian Government and community to advise on the economic growth agenda. EGV staff work in a collegiate environment that provides outstanding development opportunities through addressing a broad range of public policy issues.

About the role

Reporting to the Director, Economic Growth Victoria, this ongoing role is responsible for:

  • Providing thought leadership to develop and guide DTF's position on key issues. Work independently and lead project and policy teams to deliver:
    • practical advice on economic and policy issues for senior management and government
    • research on complex economic, financial and/or public policy issues
    • briefings and policy advice that are timely, accurate, accessible, fit-for-purpose, and supports the strategic direction of the work group and department.
  • Communicating with, negotiate and influence, internal and external stakeholders on difficult and sensitive issues.
  • Leading a small team to:
    • fostering a positive team culture
    • prioritising and managing workflow
    • managing staff, including providing feedback and supporting career learning and development
    • planning and setting the direction for the team's work.

About you


  • extensive experience preparing high quality verbal and written briefings and advice; including the ability to convey complex issues persuasively and effectively in plain language
  • experience in building relationships and working with internal and external stakeholders to negotiate and persuade to achieve results.  

Conceptual and problem-solving skills:

  • demonstrated capacity to solve complex and ambiguous problems 
  • experience in using economic frameworks and principles, and/or experience in policy development and advice is preferred 

Analytical skills:

  • an eye for detail and ability to interpret and synthesise information, including using data to understand an issue  

Teamwork and Leadership:

  • experience leading a team, driving a positive culture, providing feedback and supporting others to pursue common goals


  • strong experience in providing timely and fit-for purpose advice and products for key stakeholders for some positions, experience in managing complex projects would be advantageous

 Experience and qualifications

Tertiary qualifications in economics, public policy, law or related field.
