A great opportunity for a savvy finance manager to lead the finance function in the Victorian Government's biggest shared service operation. The Common Corporate Support Branch (CCSB) provides corporate services and associated systems to the Department of Families, Fairness and Housing (DFFH) and the Department of Health (DH) under a shared services arrangement. While we're administratively housed within the Department of Health, CCSB forms part of the corporate services delivery capability of both departments. Our team of around 300 people deliver a range of operational support services and associated IT systems including those used for people management, financial management, procurement, document management, accommodation and office based IT. We use our critical mass of staff and our customer skills to provide hardship and other payments to members of the community and support the departments' other service providers in their use of the departments systems. This key management role has specific responsibility for our Shared Service Financial Management function and plays an important part in our wider leadership group.

Position Details

About the role: 

  • Accountable to the executive level service owner for these services, the Manager Shared Service Financial Management is responsible for ensuring relationships with suppliers, interactions with key clients and quality of all staff inputs applied to these services from across CCSB meet the service requirements agreed with customers via the DFFH-DH Service Agreement and/or specific projects.

  • They will ensure all documentation, including Standard Operating Procedures (SOPs), training materials and advice to customers in relation to the service are regularly updated according to their own monitoring and reporting of service levels, staff and customer feedback.

  • The Manager Shared Service Financial Management will provide functional leadership in the Shared Service Financial Management discipline/area/function regularly providing expert advice on changes to policies, strategies, processes, frameworks and potential investments relating to it.

How you'll make a difference:

  • Lead and manage the Shared Services Financial Operating model, ensuring the model, invoicing and procurement process are well understood by all employees within CCSB and with departmental stakeholders.
  • Accountable for the ensuring the accuracy of shared services monthly invoicing processes, financial management and reporting of shared services, and ensuring compliance with departmental policies including the Financial Management Act (inc Standing Directions). 
  • Providing fortnightly, monthly and annual acquittals to customer departments on the execution of key shared service financial controls and invoicing.
  • Ensure the Common Corporate Support Branch has the required processes in place to comply with the Financial Management Act 1994 and other relevant legislation, regulations and government directives, policies, and guidelines.
  • Lead, manage and maintain the Shared Services Agreement (Catalogue), including modelling cost impacts due to the addition and retiring of services.
  • Manage the provision of strategic analysis of shared services costs, vendor billing information and prepare monthly financial reports, forecasts, and invoices.
  • Maintain an understanding of issues impacting the departments clients and investigate and lead critical projects that develop and review policies, professional standards and operating practices that enhance service delivery, budget effectiveness, efficiency and improved client outcomes.  
  • Foster and maintain proactive, constructive and strategic relationships across the organisation and wider public sector, to promote cooperation, coordination and sharing of information to improve planning, management, and delivery of shared services.
