About the opportunity

We have an exciting permanent opportunity for a Senior Legislation Advisor to join Energy Safe's Regulatory Policy and Legislation Team within the Legal, Governance and Regulatory Policy Division.

You will contribute by:

  • Monitor the energy safety legislative framework and track issues where it may be appropriate for Energy Safe to advocate for legislative reform.
  • Plan and undertake research and analysis of various issues related to the legislative framework.
  • Develop issues papers to support legislative reform proposals, including identifying options and recommended solutions.
  • Prepare briefing papers for Energy Safe and DEECA senior executives and committees.
  • Develop legislative instruments required under the energy safety legislative framework.
  • Develop statutory guidance to inform the public on how we exercise our regulatory powers.
  • Provide advice on legislative issues and legislative change processes.
  • Support our people to develop and implement effective solutions to emerging issues relating to the application of the energy safety legislative framework.
  • Support the Head of Regulatory Policy and Legislation on legislation reform tasks to influence and shape the energy safety legislative framework.
  • Other responsibilities as required by the Head of Regulatory Policy and Legislation.

To be successful, you'll have:

  • Relevant tertiary qualifications in public policy, law, commerce, economics or a related field.
  • Understanding of the Victorian energy sector including the frameworks governing safety of electricity, gas and pipelines.
  • Regulatory knowledge and/or experience, preferably with a safety, energy, economics or consumer focus.
  • Experience analysing and developing legislation, preferably in the Victorian public sector. Previous involvement in significant legislative reform projects will be highly regarded.
  • Ability to work collaboratively with legal and other subject matter experts to deliver legislative reform proposals and legislative instruments.
  • Highly developed communication and inter-personal skills.
  • Strong stakeholder management skills with demonstrated ability to effectively collaborate and negotiate with internal and external stakeholders.
  • Experience developing high quality written documentation and reports with advice and recommendations based on comprehensive research and analysis written in plain English.
  • Sound conceptual and analytical skills, with the ability to develop innovative solutions to complex legislative proposals and/or policies.
  • Computer literacy with a range of computer software packages including Microsoft Word, Excel, PowerPoint and Outlook.
