The VHBA experience

The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. We're delivering world-class health facilities across Victoria including new public hospitals and emergency care, community health services, ambulance branches, residential aged care and mental health facilities. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines.  

During early 2024, we became a Project Office within the Victorian Infrastructure Delivery Authority (VIDA), joining sister projects including the Metro Tunnel Project, Level Crossing Removal Project, West Gate Tunnel Project and Major Road Projects Victoria led by Director-General, Kevin Devlin.

The opportunity

Join us as a Senior Lawyer and lead the delivery of expert legal advice on Australia's biggest hospital project: the Parkville Precinct Re-development (PPR). This is your opportunity to influence decision-making on front-end construction procurement and infrastructure works, shaping government policy and best-for-project solutions. Your expertise and credibility in stakeholder management will see you confidently manage external legal advisors whilst collaborating across the PPR team and more broadly with our delivery partners, ensuring projects are benefitting from timely advice and expert legal risk management.  

What you will bring

  • Expertise & credibility in advising on high-value high-risk social infrastructure & PPP projects – through the procurement, design & construction phases
  • Expertise in end-to-end tender & contract processes & negotiations
  • A deep understanding of the breadth of legal issues relating to private finance projects
  • Exceptional stakeholder management skills
  • The gravitas to influence & deliver successful outcomes within a complex, commercially based project environment
