About us
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services. 

About the role
The role supports the ACLS project delivery teams by providing construction procurement reviews and assurance on the delivery of office accommodation capital works construction projects. This covers compliance assurance on volume projects to enable effective end-to-end procurement and contract management processes and procedures in compliance with Victorian Government requirements.

The role will provide high quality outputs including review of tender documents, contract administration, key reporting to stakeholders, project procurement governance, effective stakeholder liaison and establishments of panel arrangements.

About you

To be considered for the role, you must be able to demonstrate:

  • Strong understanding of best practice procurement practices and broad experience in the development and implementation of procurement procedures, templates and tools that support the delivery of effective procurement outcomes.
  • Demonstrated in-depth knowledge and experience in construction procurement, compliance, policy development, contract review and risk management practices and methodologies, preferably in a Victorian Government context.
  • Recognised procurement professional with extensive experience across all facets of the procurement process and able to facilitate outcomes in a cross-functional team aligned to strategic objectives.
  • High level of written and oral communication skills including the ability to communicate, negotiate and present in a professional manner.
  • Demonstrated ability to lead projects, influence stakeholders and implement changes which enhance ACLS procurement strategy and activities.
  • Certification / Degree / Equivalent experience in a relevant discipline.
  • Knowledge and experience in managing commercial procurements.
  • Experience working with end-to-end sourcing, procurement, contract management within a large organisation.

Key Accountabilities

  • Providing high quality compliance and assurance on the procurement of office accommodation capital works construction projects in line with Victorian Government requirements.
  • Ongoing maintenance of construction procurement procedures, tools and templates that are aligned to the Ministerial Directions for Construction Projects and DGS procurement policy framework, to support the delivery of effective and efficient procurement outcomes under ACLS' different project delivery models.
  • Negotiate commercial project agreements and contracts on behalf of ACLS, DGS or clients with third-party vendors and monitor third-party vendors for compliance with government policies and standards on quality, methodology, documentation, and governance practices.
  • Manage KPI, benefits realisation tracking and outcome-based contract establishment processes including identifying opportunities to improve outcomes, efficiency and value for money.
  • In collaboration with the delivery teams, monitor deadlines on contract deliverables, ensure project parameters including budgets, schedules and scopes are adequately managed within tolerances and communicate on an ongoing basis with business partners and internal clients.
