About us
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
Accommodation, Carpools and Library Services (ACLS) is part of the Victorian Government's commitment to a whole of government approach to the provision of shared corporate services.
The successful candidate will be required to concurrently manage a small team while managing a wide range of commercial construction projects. The projects vary from replacement of end-of-life cycle plant and equipment to upgrade of common areas and landlord amenities.
Representing ACLS as a senior project manager, the successful candidate will be required to manage a small team responsible for the delivery the end-to-end project life cycle, with key emphasis on procurement of consultants and contractors, and leading the project team from investigation & feasibility, the various stages of design, construction implementation, project close out defects and DLP to achieve the project objectives.
Risk identification and mitigation are of utmost importance to the successful delivery of the projects.
About you
To be considered for the role, you must be able to demonstrate:
- Extensive experience delivering and supporting the delivery of office fitout and infrastructure projects across a range of procurement delivery models.
- Demonstrated experience and proficiency in project management, governance, procurement and contract performance management from a private/public construction sector background.
- Highly developed knowledge and understanding of construction technology and delivery (civil and building services) to steer and lead the team to meet the project deliverables.
- Exceptional interpersonal and negotiation skills, with an ability to establish and maintain effective working relationships and provide expert advice to a diverse range of internal and external stakeholders.
- Demonstrated strong commercial and financial acumen across a broad range of infrastructure areas with a comprehensive understanding of the Government operating context as it relates to the infrastructure industry.
Mandatory requirements
- Tertiary qualifications in project management, Bachelor Degree in Construction Engineering, or Construction Economics or significant fit out experience in a similar role.
Key Accountabilities
- Lead and manage the team, ensuring that role expectations are clearly defined, monitor performance, provide timely and constructive feedback and facilitate staff development.
- Working with the teams to manage the unit deliverables and project requirements across the project lifecycle through the effective deployment of project planning, risk management, cost and contract management strategies.
- Manage the delivery of capital works projects allocated to ACLS's to program, quality and budget in accordance with relevant financial legislation and department policies.
- Provide authoritative advice to senior management on complex project issues and solutions and prepare and present detailed reports, business cases, Cabinet submissions, Ministerial briefings, and discussion papers, on time, and that demonstrate an understanding of the policy, political and legal context.
- Project Monitoring and Reporting: Undertake research and analysis to prepare, monitor and report on the physical and financial status of projects, and develop innovative responses to improve project outcomes and project processes. Report upon performance standards such as timelines, budgets, quality of outcomes/outputs
