The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. We're delivering world-class health facilities across Victoria including new public hospitals and emergency care, community health services, ambulance branches, residential aged care and mental health facilities. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines.   During early 2024, we became a Project Office within the Victorian Infrastructure Delivery Authority (VIDA), joining sister projects including the Metro Tunnel Project, Level Crossing Removal Project, West Gate Tunnel Project and Major Road Projects Victoria led by Director-General, Kevin Devlin.

Position Details

The opportunity

Within the Parkville Precinct Redevelopment (PPR) team, the Contract Manager administers the transition of contracts from the Public Private Partnerships components of this major project, from procurement and planning to operational phases of the contracts. The Contract Manager will report to the Commercial Manager, within the Commercial and Legal team. They will also support the broader PPR team with complex procurement and contractual activities, as well as identifying improvement opportunities, providing high- level procurement, contract and funding advice and support in a diverse range of applications.

The Contract Manager is also responsible for contributing to project stream efficiencies and improvements in relation to procurement, and contrary management operations, and providing contract management advisory services. Developing and managing senior stakeholder relationships will also be a key requirement of this role.

What we are looking for: 

  • Ability to provide authoritative and expert advice and comprehensive reports; develops and implements accurate and timely systems for monitoring and reporting
  • Knowledge of complex capital procurements, the Project Development and Construction Management Act 1994, the Financial Management Act, the Ministerial Directions for Public Construction Procurement in Victoria and use of Buying for Victoria platforms
  • Experience with managing any variation and modifications to contracts, including any benchmarking and market testing in accordance with public policy and the contractual arrangements
  • Provide high-level expert contract management advice to a range of internal stakeholders on associated requirements and timelines as well as oversee compliance policies to ensure adherence
  • Review and provide advice on policy and guidelines to internal stakeholders with respect to procurement and contract management for capital projects delivery
