Position Details

About us 

The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.  

  

Commercial Transactions

Provides transaction advisory services and advice on whole of State negotiations and commercial transactions to the Government. This includes:

  • Identifying and implementing asset reform opportunities to optimise the State's balance sheet management;
  • Leading and advising on complex commercial transactions and negotiations;
  • Overseeing the post transaction governance arrangements and associated matters for complex commercial transactions; and
  • Leads the implementation and delivery of government priorities related to social housing and market housing.

 

About the roles 

We have multiple 12-month fixed term opportunities with the following responsibilities:

  • use expertise and knowledge to provide high-level strategic, policy, risk management and commercial advice on a range of issues relating to complex projects to executives, agencies and departments and Ministers;
  • work with specialist advisers to develop options and strategies for complex commercial transactions and negotiations
    • represent the Department's interest and involvement in complex projects to ensure the consistent use of best practice policy and processes; and
  • consult and liaise with key stakeholders in both the public and private sectors, including negotiating with stakeholders that have competing interests, to ensure policy making is informed and project advice is appropriate and relevant;
  • undertake research and analysis to identify different approaches to significant government reform opportunities and structuring commercial transactions, including going concerns and business mergers as well as finance considerations;
  • work collaboratively with departments and agencies on project delivery and operational issues;
  • represent the department on multidisciplinary working groups and committees, including inter-departmental and inter-governmental forums, and for external presentations;
  • demonstrate initiative and contribute at a high level to the team's strategic business planning and decision making process to ensure a cohesive and collegiate approach to achieving team, divisional and departmental objectives.

 

About you 

We are seeking applications from candidates with demonstrable experience in: 

  • Demonstrated experience in navigating Government decision making processes and providing policy, systems thinking, commercial and/or economic analysis and advice that contributes to innovative policy formulation and/or outcomes.
  • Highly developed analytical and conceptual skills with demonstrated experience in identifying or supporting significant government reform opportunities and providing strategic and pragmatic advice and recommendations to departmental officers and Ministers.
  • Sound knowledge of Government policy and practice impacting on financial and contractual arrangements with external parties.
  • Excellent communication skills, including demonstrated experience in presenting written information and data to highlight key findings and clear options for decision makers within tight timeframes and demonstrated ability to visually and verbally present information to a variety of audience.
  • Highly developed interpersonal skills with an ability to build networks and liaise internally and externally and effectively represent the department by leading the negotiation of appropriate financial and commercial arrangements. Experience working collaboratively within and across teams with diverse skills.
  • Strong project management and organisational skills with a proven ability to display initiative, be responsive and provide the required outcomes in a timely manner.
  • Strong people leadership skills. Ability to share knowledge and information, particularly through coaching.

 

Experience and qualifications 

  • Strong background and experience in a commercial, economics, public policy or analysis role, including the provision of complex strategic advice to senior management and other clients.
  • Experience in working as part of a team that carries out diverse and varied business activities.
  • Experience in understanding and interpreting financial models and balance sheets.
  • Experience in procurement initiation and delivery consistent with organisational policies.
  • Experience in developing and preparing documents for both internal and public distribution.
  • Relationship building, influencing and negotiation skills.
  • Formal qualifications in a related field (Commerce, Economics, Technology, Science or Engineering) will be well regarded.
