About us 

The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.  

About the role 

The Change Manager will be a pivotal role in the successful delivery of the program and will assist with strategic change initiatives VicGov People and Digital Front Door led by Common Corporate Platforms Branch.

Reporting to the Director, Technology at CCP Program this position will play a key role in leading a team to ensure projects and change initiatives meet objectives on time and on budget by increasing employee adoption and usage. This position will focus on the people side of change, including changes to business processes, systems and technology, positions and organisation structures, as well as training.

The role seeks a highly experienced change manager with a proven track record in overseeing HCM transformation in complex organisations. The ideal candidate will be a motivated self-starter, skilled at managing intricate stakeholder groups to drive digital services and process improvements. You should be able to work independently in a fast-paced and sensitive environment, demonstrating strong problem-solving and decision-making abilities with limited supervision.

Experience delivering digital solutions using WalkMe, SAP SuccessFactor, ServiceNow and Microsoft 365 capability within Government would be an advantage. 

About you 

To be considered for the role, you must be able to demonstrate: 

  • A demonstrated record of in managing change for large-scale IT projects, with a focus on enterprise-level systems such as SAP SuccessFactors or similar Human Capital Management (HCM) solutions using contemporary change management methods, tools and techniques.
  • Demonstrated experience as a change management professional consulting with internal and external stakeholders, including ministerial offices and staff at all levels of an organisation. Deep knowledge of change management methodologies (e.g., Prosci, ADKAR, Kotter's 8-Step Process) and how to apply them within the context of an SAP SuccessFactors implementation.
  • Highly developed analytical, conceptual, workshop facilitation and presentation skills including the ability to tailor the message to the needs and interests of the audience in complex reports, written and verbal briefings.
  • Overseeing development and delivery of tailored training approaches in a project context Experience in leading, mentoring and maturing an existing business function or team.
  • Excellent written and verbal communication skills, with the ability to create clear, concise, and engaging communication plans for diverse audiences.

Mandatory requirements

  • Experience in Human Resources, Talent Management, or related fields.
  • Knowledge of SAP SuccessFactors modules, such as Employee Central, Recruiting, Performance & Goals, and Learning Management.
  • 10+ years of experience leading Change for transformation projects and developing change management strategies.
