About us
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
The Senior Manager Emergency Operations and Policy is responsible for the coordination, development and delivery of key operational policy and program emergency management and resilience functions. Key responsibilities include ensuring all emergency support needs are in place so that DGS has the capacity and capability to deliver its emergency management operational responsibilities. The role is also responsible for the effective delivery and ongoing improvement of the department's 24/7 emergency management function.
This role will liaise and coordinate with subject matter experts in branches with emergency management responsibilities across DGS, including Local Government, Telecommunications, Cyber Security, Consumer Affairs Victoria and Births, Deaths and Marriages as well as corporate areas to provide expertise and strategic advice to inform ongoing operational needs and ensure the needs of all portfolio areas are reflected in the delivery of the department's emergency management operating model.
About you
To be considered for the role, you must be able to demonstrate:
- Extensive experience and specialist knowledge in emergency management, and associated emergency management legislation, including providing authoritative and expert strategic advice and leadership across state and local governments on resilience and emergency management before, during and after emergency events.
- High level policy, strategy, analytical, written and conceptual skills to coordinate, monitor and provide input to, and report on, high priority and sensitive issues, risks and trends and prepare comprehensive reports, policy and briefing papers for Ministers and senior executive management on complex issues.
- Exceptional organisational, project management and coordination skills to lead and deliver complex policy and operational emergency management policy and programs in a timely manner, with the capacity to adapt and innovate to achieve the best outcome for the implementation of emergency management arrangements across DGS.
- Excellent stakeholder management skills with the ability to build buy in and support from key internal clients and external stakeholders; identifies issues in common with stakeholders to build mutually beneficial partnerships and find innovative solutions to resolve issues.
- Role models ethical leadership, builds individual and team commitment by demonstrating personal conviction and demonstrated ability to motivate, creating an organisational and team culture that enables others to perform at their best and achieve outcomes the organisation whilst championing the need for strategic workforce planning.

This role leads a small team. The successful applicant may be required to perform operational roles as part of DGS' 24/7 emergency management arrangements.
