About us 
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.  
 

About the role 
The Senior Policy Adviser is responsible for advising on credentials and identity policy, for Service Victoria and other government agencies. Key responsibilities include finding ways to reduce identity fraud, increase inclusion, support interoperability across identity systems and jurisdictions, manage privacy and security risks, and ensure a quality digital customer experience. You will do this by working with functionally diverse stakeholders from Victorian departments and agencies, the Commonwealth Government and other states and territories.

The role involves creating and implementing effective credentials and identity policy, coordinating consultation across Victorian departments and agencies, preparing high-quality content and offering well-informed recommendations. The ideal candidate will be pragmatic, proficient in analysing detail, able to think critically and creatively, and be capable of working with technologists, product managers, lawyers, customer contact centre staff and other areas across government.

About you 

To be considered for the role, you must be able to demonstrate: 

  • An interest in identity verification, digital service delivery, digital product development in a government setting, and/or related policy matters such as digital inclusion and privacy.
  • Ability to navigate competing policy objectives, critically interpret information, diagnose emerging issues and the strategic implications of an issue in the internal and external environment and prepare advice.
  • Well-developed interpersonal skills with the ability to build rapport and trust quickly, change approaches as the situation demands, and diffuse difficult situations in a manner that puts stakeholders at ease.
  • Confidently conveys information, provides clear and persuasive information in writing, presentations and verbally.
  • Ability to use conceptual thinking and sound analytical approaches to support decision making, including at under pressure and with uncertainty.

Key accountabilities

  • Provide analysis and expert advice on the policy, regulatory and strategic implications of customer service and identity verification matters.
  • Contribute to strategic policy projects and analysis relating to the development and implementation of credentials policy, including advising Service Victoria on policy matters.
  • Analyse legal, regulatory and policy requirements of Government departments and agencies onboarding to the Service Victoria platform.
  • Maintain close liaison and effective relationships with Government departments and agencies regarding credentials and identity policy, and key regulatory oversight agencies.
  • Work with experts and senior leaders to review, negotiate and prepare agreements, memoranda of understanding, contracts or other instruments to deliver customer services.
  • Collaborate across Commonwealth, State, territory and Victorian departments and agencies to ensure policy, legislation and regulation is applied consistently.
