About us 

The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.  

About the role 

This is a newly created role to enable DGS to roll out SAP SuccessFactors to 3 Victorian government departments and seven government agencies as part of DGS's mission to improve government services for everyone. You'll be part of an innovative and collaborative team entrusted with delivering a vital shared service for over 4,000 employees and driving significant efficiencies and productivity gains throughout government.

Reporting to the Director, People and Culture Operations, the People Central Service Delivery Manager is responsible for leading the reporting function of DGS, DTF and DPC and overseeing the People Central team that manages day-to-day HR operations and maintaining people and position data on SAP SuccessFactors (branded as the VicGov People platform) for DGS.

The People Central Service Delivery Manager works closely with internal and external stakeholders to deliver standardised and specialist reporting requests, supports continuous improvement on the VicGov People system and HR processes and drives operational excellence by ensuring the teams are achieving service requirements and agreed key performance metrics.

Key Accountabilities include

  • Drive operational performance and service excellence within the reporting function and People Central teams and monitor performance of the teams against defined Key Performance Indicators (KPIs) and quality standards.
  • Optimise the use of data and analytics for developing and delivering reporting on P&C metrics to measure and monitor the effectiveness of P&C shared services.
  • Lead, motivate and inspire People Central and reporting teams that are accountable for high volume P&C advice, system administration, data integrity and data reporting activities.
  • Manage service level agreements, resourcing costs and client relationships to ensure clients are satisfied with P&C shared service performance and that P&C resources are utilised efficiently.
  • Champion the shared services function in P&C and support stakeholders throughout the implementation of the P&C shared service function.

About you

  • Be able to gain agreement to proposals and ideas; build behind the scenes support for ideas to ensure buy-in and ownership; uses chains of indirect influence to achieve outcomes; involves experts or other third parties to strengthen case.
  • Guide others to create a culture of collaboration; identifies and works to overcome barriers to knowledge or information sharing. Identifies opportunities to work with other teams to deliver outcomes. 
  • Hold self and team accountable to public sector values and agreed performance standards; supports achievement of outcomes by anticipating and resolving issues; establishes and implements actions to increase level of people engagement; creates opportunities for recognising performance.

Mandatory requirements

  • Experience in the implementation and administration of HRIS and payroll systems ideally with SAP SuccessFactors' Employee Central and Employee Central Payroll​ modules.
  • Demonstrated experience managing service delivery of a HR shared service function ​including meeting Service Level Agreement requirements and Key Performance Indicators.
