About us

The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

The Budget Strategy Group is part of the Budget and Finance Division and provides whole of government advice on the State's fiscal strategy and outlook, wages policy issues, and policies and frameworks to promote sound financial management across the public sector.

The Group works collaboratively across DTF and works closely with public sector agencies to provide innovative advice to government and senior management to ensure the Victorian Government remains at the forefront of public sector financial management.

About the role

This role involves the provision of high quality financial, numerical and policy analysis to DTF's senior management and Ministers on departmental and whole of government budget and resource management policy issues.

Key accountabilities

  • Using knowledge and experience in policy development, budgeting and financial analysis to prepare high-level advice to Government in relation to budget and resource management issues. This will include advice on emerging budget risks and options to manage these across the budget and the forward estimates.
  • Processing and quality assuring updates to the whole of government financial estimates (including the government's key budgeting tool SRIMS), risks and options to a high level of quality and within agreed timelines.
  • Collating and analysing detailed financial and non-financial information to make assessments on the current fiscal outlook (including achievement against fiscal targets), emerging risks, and options to a high level of quality and within agreed timelines.
  • Turning detailed financial information into clear and concise advice that is appropriate and understood by its intended audience (i.e. senior management, Ministers, external stakeholders).
  • Working collaboratively as part of a team to ensure the achievement of outcomes consistent with business objectives.
  • Building strong relationships and working with other areas across the Department in the application of budget and financial reporting policy and practice as they relate to whole of government outcomes.
  • Contributing to a positive organisational culture.

Key selection criteria

  • High level conceptual, analytical, problem solving and solution generation skills combined with a flexible, strategic and agile approach.
  • Excellent numerical skills, and demonstrated experience in, or strong knowledge of, finance and accounting concepts.
  • Demonstrated experience or knowledge of budgeting and the budget process, and an understanding of contemporary issues in public sector resource and financial management.
  • Excellent written and verbal communication skills with the demonstrated ability to clearly and concisely articulate complex issues.
  • The ability to build and maintain productive relationships with stakeholders, and work collaboratively with others as part of a team and contribute to a positive culture across DTF.

Experience and qualifications

  • Tertiary Qualifications in Accounting and Finance is an advantage. Tertiary qualifications in Commerce and Economics would also be considered.
