Position Details
About the role:
The Senior Service Improvement Specialist (Cwlth EMCTIA) leads Victoria's national contribution to the EMCTIA program by providing specialist communications, engagement and sector-wide coordination to strengthen Australia's clinical trials and research ecosystem. The role fulfils Victoria's state-specific obligation under the Commonwealth EMCTIA Schedule by providing dedicated leadership of national communications and engagement for the EMCTIA reform agenda, including ethics and governance reform, National One-Stop-Shop (NOSS) development, and implementation of the National Clinical Trials Governance Framework. This includes ensuring that information is accessible to diverse communities, reflects best-practice communication principles, and supports system readiness for national reform.

About you:
- Tertiary qualifications in communications, journalism, public relations, health communication, digital communication, public health, or a related discipline; OR Equivalent professional experience demonstrating advanced capability in strategic communications, digital content leadership and consumer engagement.
- Extensive experience in health, research or clinical trial communications, including development of high-impact campaigns, digital content platforms, consumer engagement programs and sector-wide communication uplift.
- Demonstrated expertise working with diverse communities, including First Nations peoples and CALD groups, to deliver culturally safe and community-led communication approaches.
- Strong understanding of Australia's clinical trials and research reform environment, including the National Clinical Trials Governance Framework, ethics reform, NOSS development and national data/evaluation requirements under EMCTIA.
- Ability to operate within government, manage sensitive communications and support Ministerial engagement.
