    About the Project:

    The Contemporary Volunteer Membership Model (CVMM) is a strategic initiative designed to modernise CFA's volunteer membership framework, aligning it with contemporary workforce expectations and operational needs. It introduces targeted enhancements to improve flexibility, clarity and accessibility, without changing brigade structures. These changes respond to evolving volunteer behaviours, time constraints and changing participation patterns by offering more adaptable membership options that better support current and prospective volunteers.

    The program aims to strengthen CFA's volunteer workforce sustainability by improving attraction, retention and overall member experience. It empowers volunteers through clearer role pathways, better support and more flexible participation options, helping position CFA as a great place to volunteer and work while enhancing service delivery across Victoria.

    About the Role

    The primary role of the Program Manager is to drive the successful delivery of the Contemporary Volunteer Membership Model (CVMM).

    Key deliverables include:

    • Develop and maintain detailed project plans, schedules and implementation documentation aligned to the CVMM program objectives.
    • Coordinate the governance and delivery of key CVMM workstreams, ensuring milestones, dependencies and timelines are effectively managed.
    • Prepare high-quality project artefacts including briefs, reports, business cases and implementation plans.
    • Facilitate stakeholder engagement activities with Brigades, Districts and Regions to support consultation, feedback and implementation readiness.
    • Monitor project progress, risks and issues, and contribute to mitigation strategies and escalation processes where required.
    • Support the development and delivery of communication and change management activities to enable adoption of the new membership model.
    • Maintain project governance processes, including documentation, reporting and tracking in line with CFA project management requirements.

    We're seeking a highly organised and proactive project professional who thrives in a fast-paced, stakeholder-focused environment. You bring strong change management, planning and coordination skills, with the ability to manage multiple workstreams, balance competing priorities and keep projects on track.

    You bring formal qualifications and relevant experience in project management. Importantly, you can demonstrate your track record within a large, complex organisationin managing a program of works that generates complex people, process and technology change impacts.

    You're a confident communicator with an internal customer mindset who can engage effectively with a diverse range of stakeholders, facilitating consultation and building readiness for change. You have a sharp eye for detail and can produce clear, high-quality project documentation, from briefings to implementation plans.

    Comfortable working with complexity, you proactively monitor progress, identify risks and contribute to practical solutions. You understand the importance of governance and bring a structured approach to reporting, tracking and maintaining project standards.

    You're adaptable and outcome-focused, with a genuine interest in supporting change and improving the experience of volunteers through well-executed project delivery.
