(VPS-6) Business Manager - Ongoing role available
About the role:
The Forensic Services Department (FSD) has over 500 staff made up of Forensic Officers (mostly scientists), Sworn personnel and VPS. FSD provides 100,000+ examinations per year with results including up to 4,500 DNA links and over 10,000 fingerprint links.
The Business & Professional Support Services Division (BPSSD) provides business and corporate operational services and support to employees of Forensic Services. The Business Manager is responsible for driving Forensic Services' strategic business capability and strengthening the development of core business initiatives that provides the workforce with a long‑term, sustainable business operating model. The Division is led by the VPS6 Business Manager and consists of the following multi-disciplinary functions:
- Recruitment & Establishment
- Finance, Budget Management and Business Analysis
- Planning, Risk & Facilities
- Security Services
- Health, Safety & Wellbeing
- Intelligence and IT Management
- Asset, Contract Management and Procurement
The Business Manager has overall responsibility for each of the above functions, with each area supported by a Group Manager and/or Unit Leader. The role currently has three direct line reports and reports directly to the Executive Director.
The role has the autonomy to think creatively and will be instrumental in finding new, contemporary ways of leading the Division, with the power to help shape Forensic Services' strategic vision.
Duties include:
- Managing a multidisciplinary team and associated services, to ensure deliverables are met in a timely manner whilst prioritising health, safety and wellbeing of yourself and the team.
- Demonstrating sound business acumen and provide comprehensive, well‑considered corporate support and advice to the Executive Director, Director of Operations and Senior Leadership Team.
- Supporting the Divisional Heads (FO‑7 Assistant Directors and Superintendent) with their business needs.
- Developing clear, concise and authoritative reports and provide recommendations, options or solutions on highly complex issues.
- Represent Forensic Services with authority, independence and confidence at various external and internal forums.
- Incorporate “best practice” systems and practices for the delivery of services within the Forensic Services Department.

As the successful applicant, you will have:
- Exceptional people management skills with the ability to positively influence, persuade, negotiate and achieve positive outcomes for all stakeholders.
- Experience in managing workforce change and planning
- Senior management experience and expertise in the development and delivery of a broad range of corporate business associated strategic services functions within a complex environment.
- Proven ability to deliver quality business outcomes in support of the operating environment consistent with the organisation's operating model across a broad range of resource and financial management functions.
- Proven strong commercial acumen and negotiation skills.
- Demonstrated, consistent sound judgement and ethical behaviour.
- Proven effective stakeholder management skills.
The role is prescribed with the requisite VPSG-6 HR and financial delegation responsibilities and is required to independently manage the remit of duties contained in the Position Description and the role statement.
Requirements and relevant information:
- One ongoing, full‑time VPS-6 position available.
- Position location is the Forensic Services Department, 31 Forensic Drive, Macleod Vic 3085, Australia.
- Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
- The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
- The successful candidate will be required to provide a DNA sample (buccal swab) for use in laboratory quality control procedures (elimination purposes only).
