  • One (1) full time, fixed term (until 30/06/2019) position available
  • Working within the BlueConnect Program, Information, Systems and Security Command located at the Victoria Police Centre, 637 Flinders Street, Docklands, 3008*

About the role

The BlueConnect Program consists of a number of projects which will deliver technology and business change to Victoria Police. The Marketing and Communications Manager is responsible for leading the end-to-end design, development, implementation and evaluation of BlueConnect's marketing and communications campaign, ensuring campaigns are evidence-based, effective and based on best-practice marketing approaches.  The Marketing and Communications Manager will drive iterative planning of external marketing and organisation-wide communications for BlueConnect across Victoria Police.

Some of your duties will include:

  • Maintain overall responsibility for the planning and preparation of communications across Victoria Police and External organisations (unions, government agencies, media and community)
  • Conduct and analyse market research to determine market requirements
  • Lead and manage development of marketing campaigns and plan effective marketing, media and communications strategies,  plans and channels to inform and engage
  • Compile, produce and edit marketing and communications content as required to execute communication plans
  • Lead the campaign management process, including procurement, oversight of media buying, graphic design, print, digital and direct marketing agencies to ensure delivery of activities within agreed time and budget parameters
  • Provide proactive, responsive, strategic and tactical marketing and communications advice, identifying and managing issues, risks and opportunities
  • Liaise with Media and Corporate Communications Division


As the successful applicant, you will have:

  • A demonstrated record of achievement at a senior level in planning and managing the development, implementation and delivery of communication programs within a large, complex environment and to external clients within tight timeframes.
  • Proven experience as a communications professional consulting with senior managers and staff at all levels of an organisation to provide pragmatic solutions to business objectives and projects.
  • Demonstrated experience working in diverse and dynamic organisational environments.
  • Excellent verbal communication and interpersonal skills with a proven ability to gain cooperation and achieve realistic outcomes.
  • Highly developed analytical, conceptual, written communication and presentation skills including the ability to tailor the message to the needs and interests of the audience in reports, policy papers and written and verbal briefings.
  • Proven ability to monitor client and stakeholder satisfaction, and constructively manage stakeholder issues to ensure positive outcomes for the stakeholder and the organisation.                                                                           


Requirements and relevant information:

  • A relevant tertiary degree in marketing, communications, journalism or related field is highly desirable.
  • The incumbent will be required to complete the OHS requirements of the organisation, which may include local level training relating to equipment usage and Hazardous Chemicals.
  • The successful candidate may be required to undergo and successfully obtain and maintain a National Security Clearance to the level determined by the Department Head. To obtain this clearance applicants must be an Australian Citizen.


*Your usual place of work will be within the BlueConnect Program, Information, Systems and Security Command; however you may be required to work at any other division within the Information, Systems and Security Command as required.
