Position Details

The State Emergencies and Support Command (SESC) drives Victoria Police's strategic agenda and operational response for emergency management, operational communications, custodial management, real-time monitoring and events management. The Business Management Division's strategic focus is to:

  • Strengthen business governance practices and business planning and reporting;
  • Develop and implement sound finance and budget strategies;
  • Implement strategic Human Resources, workforce planning, contracts, communications and professional development initiatives; and
  • Build the Command's business capability.

Reporting to the Business Manager, this position will play a key role in managing a portfolio of contracts for the command. The successful applicant will play a critical role as they direct and oversee contracts throughout their lifecycle, acting as a liaison between the Command and external Contractors. The successful applicant will be expected to contribute to capacity building and process improvement through feeding back best practices and redefining tools and techniques as appropriate.

Your duties will include:

  • The facilitation and development of service level agreements for the Command.
  • Providing high level analysis on contract proposals; ensuring research, negotiations and recommendations meet organisational standards and legislation.
  • Monitoring, reviewing and reporting on current contract performance.
  • Providing contract-related issue resolution, both internally and externally.
  • Developing an internal contractual framework and governance for SESC.
  • Ensuring all procurement related requirements are completed and met.
  • Being a subject matter expert on Victoria Police's Procurement and Contract guidelines for SESC.
  • Maintaining a thorough system of record keeping for all contract-related correspondence and documentation.
  • Establishing and maintaining relationships with stakeholders by serving as a liaison between internal and external parties.

As the successful applicant, you will have:

  • Strong stakeholder management skills with both internal and external stakeholders.
  • Strong oral and written communication skills.
  • Attention to detail.
  • Analytical and conceptual skills; and commercial acumen.
  • Background in contract management as well continuous improvement initiatives
  • The ability to prioritise individual workloads

Requirements and relevant information:

  • Relevant tertiary business qualification will be highly desirable.
  • Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
  • VPSG4 salary range $85,279 - $96,759 p.a + super + leave loading.
