Position Details

  • VPS Grade 6 range $113,156 to $151,426 p.a. + super + leave loading
  • One (1) full time, fixed term position available until 30 June 2019
  • Working in the Victoria Police BlueConnect Program, located at the Victoria Police Centre, 637 Flinders Street, Docklands, 3008*

About the role:

The BlueConnect Program consists of a number of projects which will deliver technology and business change to Victoria Police.  This position is for a fixed-term contract until June 2019.

Some of your duties will include:

  • Collaborating on a series of complex procurements and commercial activities across the program streams as well as supporting less complex procurements, ensuring compliance and value for money for Victoria Police.
  • Developing or assisting in the development of complex tender documentation across Information Technology and resource sourcing industries.
  • Ensuring the program operates in accordance with its responsibilities and obligations associated with the Victorian Government Purchasing Board supply policies.
  • Developing, maintaining and communicating procurement expertise in a project and contract management environment, through contributing directly ie hands on, to various procurement activities.
  • Establishing and managing productive and collaborative working relationships and partnerships with internal and external stakeholders across the program and Victoria Police.


As the successful applicant, you will have:

  • Demonstrated understanding and experience with end-to-end delivery of significant procurements and/or contracts, within a state government context.
  • Sets clearly self-defined objectives and priorities and operates accordingly, reviewing and adjusting as required.
  • Outstanding interpersonal skills, including experience in the management of multiple stakeholder relationships in a complex environment.
  • Outstanding written communication skills with the ability to prepare and review complex contracts and reports on commercial activities impacting Victoria Police at a program and organisational level.
  • Demonstrated analytical and conceptual skills with the proven ability to interpret contract information and commercial data and provide authoritative reports to executive and senior management
  • Proven ability to monitor stakeholder satisfaction, and constructively manage any stakeholder issues to ensure positive outcomes.
  • demonstrated leadership experience in procurement, developing  procurement strategies, driving value for money.


Requirements and relevant information:

  • Relevant tertiary qualifications degree in business, purchasing or a related field is essential.
  • The successful candidate will be required to undergo and successfully obtain and maintain a National Security Clearance to the level determined by the Department Head. To obtain this clearance applicants must be an Australian Citizen.
  • The incumbent will be required to complete the OHS requirements of the organisation, which may include local level training relating to equipment usage and Hazardous Chemicals.

*Your usual place of work will be within the BlueConnect Program, Information, Systems and Security Command, however the project is currently located within 628 Bourke Street and may not be relocated back to the Victoria Police Centre.
