About the role:

Located within the HR Programs Division, Human Resource Department which comprises HR systems, payroll services, strategy and projects, workforce reporting and analysis, and change management.  Quality and timely payroll services are provided to over 20,000 Victoria Police employees. In response to organisational growth and change, HR Programs are establishing a dedicated project team to implement a cloud based Human Resource Management System (HRMS) module with a focus on effecting cultural change.

As the successful applicant you will manage the organisational change management component of this project. Drawing on the organisation's change management toolkit and templates, you will be required to develop and implement organisational change management plans. 

Experience in large business change initiatives from within the government sector is highly regarded. A high level of business acumen, strong problem solving skills, and the ability to build relationships with stakeholders at all levels is critical to success in this role.

Your duties will include:

HR Programs are looking for a motivated and results driven Change Manager. Your duties will include:

  • Leading and delivering the organisational change management (OCM) and communications for this project by developing the OCM strategy and plan, and the communications and training plans;
  • Delivering change management activities including change impact assessments, workshops, and organisational change consultancy services;
  • Analysing and reviewing business processes, procedures, current infrastructure and IT systems by engaging with subject matter experts and stakeholders to understand end-to-end processes;
  • Applying best practice methods and lean thinking to assist with business process improvement and development of the future state; and
  • Facilitating the controlled implementation of change into the organisation, including designing training solutions.


As the successful applicant, you will have:

  • Extensive experience, knowledge and skills in organisational change methods and initiatives that impact organisational structures, people, technologies, and processes.
  • Strong written and oral communication skills coupled with the ability to develop and deliver a variety of visual, graphical and written reports.
  • Awareness of the service delivery needs of a large complex organisation and the ability to anticipate and effectively address emerging organisational issues, develop innovative solutions and advise and collaborate with senior managers to implement change.
  • Outstanding stakeholder management expertise, being able to deliver through others and negotiate successful outcomes for difficult situations.
  • Experience implementing change in a multi-site organisation.
  • Comprehensive knowledge of relevant legislation, public sector issues and procedures in a complex environment.
  • A relevant tertiary qualification would be desirable.
