Position Details

  • VPSG-6 range $115,136 - $154,076 p.a. + super + leave loading
  • One (1) full time, fixed term (until 30/06/2020) position available
  • Working within the Property Division, Operational Infrastructure Department located at the Victoria Police Centre, Docklands 3008*

 

The Project:

We are seeking an experienced and accomplished Program Manager, who will be responsible for undertaking the development of a new Specialist Training Facility. This is a large and complex capital construction project (>$20M), where you will be required to provide governance and oversight to delivery activities. You will utilise the organisational design standards to brief private sector partners but will not undertake design or construction works directly. 

The Property Division, Operational Infrastructure Department, is responsible for several key deliverables relating to support of Community Safety Statement and the Public Safety Police Package commitments. The Division is committed to delivering fit for purpose, capability driven outcomes that will support policing in Victoria, into the future.  Delivery of the new Specialist Training Facility directly supports the Property Division's objectives.

 

The Role:

As the successful applicant, you will ensure that robust and effective project management systems and project risk management processes are in place. You will ensure that scope, cost, schedule and safety are managed and that governance is maintained. You will also:

  • Lead, manage and coordinate the successful implementation of the Specialist Training Facility corporate project, including initiate, plan and execute all associated deliverables in accordance with organisational frameworks, project management methodologies and reporting controls
  • Oversee the approval of payments and contract execution in accordance with governance requirements, whilst monitoring financial position of projects and programs
  • Provide expert leadership in the management of communications, negotiations and the provisions of strategic specialist advice, consistent with organisational requirements, governance framework, best practice and industry standards.

 

The successful applicant will have:

  • A demonstrated ability to provide leadership to a team of consultants across a range of construction industry disciplines in the delivery of a large and complex capital construction project (>$20M)
  • Demonstrated experience in project management /directorship practices, ensuring adherence to scope, cost and time parameters
  • An extensive knowledge of relevant Victorian State Government legislation, processes, procedures and guidelines that inform the delivery of capital projects
  • High level interpersonal acumen including excellent written and oral communication skills, the ability to build and maintain strong relationships and a high degree of responsibility, professionalism and courteousness when liaising, negotiating with, and influencing stakeholders in both the public and private sectors
  • Experience in managing out-sourced service contracts and in organising and evaluating consultancy commissions and construction tenders

 

Requirements and relevant information:

  • A relevant tertiary qualification would be highly desirable
  • The successful candidate will be required to undergo and successfully obtain and maintain a National Security Clearance to the level determined by the Department Head. To obtain this clearance applicants must be an Australian Citizen
  • The incumbent will be required to complete the OHS requirements of the organisation, which may include local level training relating to equipment usage and Hazardous Chemicals

*Your usual place of work will be within the Property Division, Operational Infrastructure Department; however you may be required to work at any other division within the Department as required.
