About the role:

The Senior System Analyst position will provide expert technical strategic analysis and advice and recommendations on applications, technology and architecture. This input into Information Systems and Security Command (ISSC) solutions will help to ensure they meet business needs and align with the Information Communication Technology (ICT) framework and roadmap. They will also provide the organisational enterprise level view of technology direction, as well as the broader industry standards and directions, future landscapes and emerging technologies. Experience in and knowledge of the Victoria Police technical domain and operational systems will be regarded favourably.

The position will report to Stell Michael, Group Manager, Technology Planning, ICT Strategic Planning Division.

Your duties will include:

  • Providing recommendations and solutions to support Victoria Police ICT clients to resolve technical, application functional process and user issues.
  • Use your contemporary environmental knowledge to provide input into requests for system enhancements or improvements whilst working in collaboration with business analysts, architects, information management, ICT Service Delivery technical staff, and other relevant stakeholders.
  • Preparing and presenting briefings recommending solution options, on issues pertaining to application functionality and enhancements for consideration by Victoria Police senior and executive management.
  • Participating in the development and delivery of application and process support educational, training and organisational change materials for ISSC clients.
  • Providing application and technical Subject Matter Expert advice into Technology Planning solutions for initiatives and approved projects.
  • Providing a high standard of application and functional Domain Expert advice into Technology Planning solutions for initiatives and approved projects.
  • Providing strategic analysis and advice in relation to ICT industry standards and directions, future industry landscapes and emerging technologies, particularly in the policing and emergency services domain..


As the successful applicant, you will have:

  • Extensive experience and knowledge in providing operational and technical advice on a range of applications, including web based service delivery and databases, and provide technical and functional impact assessments of ICT initiatives and projects.
  • Deep experience and knowledge of the Victoria Police technical domain and operational systems.
  • Mature and experienced conceptual and analytical skills, a demonstrated ability to contribute effectively in problem solving, and the ability to mobilise and manage teams for the resolution of complex issues.
  • Highly developed report writing skills with a demonstrated ability to deliver timely reports, briefing papers and presentations to key internal and external stakeholders.
  • Proven ability to self-manage and prioritise multiple tasks, work successfully independently and in a team environment, liaise effectively with internal and external stakeholders, and consistently achieve outcomes within strict timelines.
  • Experience in complex enterprise ICT environments and understanding of dependencies, integrations, change management, strategic roadmaps and pathways to improvement.
  • Knowledge of ICT industry standards and directions, future industry landscapes and emerging technologies, particularly in the policing and emergency services domain.
  • A proven record of ethical behaviour and a demonstrated commitment to the Victoria Police Code of Ethics and Conduct, Financial Code of Practice, and the Organisational Values.


Requirements and relevant information:

  • Working within the ICT Strategic Planning Division, located at the Victoria Police Centre, 637 Flinders Street, Docklands, 3008. This will be the usual place of work; however you may be required to work at any other division within the Information, Systems and Security Command as required.
  • The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head.  To achieve this, applicants must be an Australian Citizen.
