Position Details

About the role:

The Property Division of Victoria Police is responsible for the delivery of new and refurbished police stations, training facilities, multi-disciplinary centres and other infrastructure needs.

The purpose of the Program Manager position is to oversee the delivery of a purpose built Facility which is being delivered under a Design and Construction Contract.  The role reports directly to the Projects and Program Manager however will be expected to provide advice directly to senior executives.

Your duties will include:

  • Ensuring the design and construction of the project is delivered to Police Victoria's requirements.
  • Providing advice to senior staff on construction methodology, quality control and project delivery techniques.
  • Acting as Victoria Police's expert advisor on design and construction related issues within a Design and Construction Project context.
  • Ensuring roles and responsibilities for each party of the project are upheld and maintained.
  • Managing the project, utilising best practice project management techniques.
  • Ensuring effective project risk management processes are in place and reported on.
  • Monitoring the financial position of the project and its program.
  • Providing project status reporting as required.
  • Ensuring the project is delivered efficiently and within budget.
  • Ensuring governance is maintained and act as Victoria Police's representative where required.
  • Mentoring and coaching support staff on the project.
  • Overseeing and undertaking complex procurements to ensure successful delivery of the project within tight timeframes.
  • Providing contract management leadership for the project.
  • Maintaining and developing a Project Management Plan and other relevant project documentation.
  • Overseeing the approval of payments and contract execution in accordance with governance requirements.


As the successful applicant, you will have:

  • Previous experience in managing a Design and Construction contract.
  • Experience with preparation of reports to senior management within a Government context.
  • The ability to work within a demanding environment with tight deadlines.
  • High level communication and presentation skills.


Requirements and relevant information:

  • One (1) fixed term (until 27/11/2020) position currently available.
  • Position will be located at the Victoria Police Centre (VPC), 637 Flinders Street, Docklands. In 2020 the VPC will be relocating to 311 Spencer Street, Docklands.
  • Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
