Position Details

Victoria Police's Legal Services provides legal services and advice to support policing, courts, and the Victorian community. Legal Services is led by an Executive Director (who is also the organisation's General Counsel) and employs over 800 staff spread across four divisions – the Office of the Executive Director; the Specialist Legal and Litigation Division; the Courts & Prosecution Services Division; and the Legal Business Operations Division.

The Discipline Inquiry Office is staffed by Discipline Inquiry Officers whose responsibility it is to conduct discipline inquiries and contribute to continual improvement across the discipline system. This includes hearing and receiving evidence and making findings as to whether a charge for a breach of discipline laid against an officer has been proved and if so to make an appropriate determination under the Act. The Discipline Inquiry Officers are supported by staff with diverse skills and experience. Together this team ensures that the discipline inquiry component of the discipline system is efficient, effective, and contributing to overall organisational ethical health and the achievement of the Victoria Police Mission to provide a safe, secure, and orderly society by serving the community and the law. The Discipline Inquiry Office staff also have responsibility for reporting on trends and risk which includes the provision of advice to Command to assist with policy development and other actions to improve organisational integrity. This position will support ongoing and developing efforts at the Discipline Inquiry Office to continually improve and sustain organisational learning opportunities and integrity.

As the successful applicant, you will be an integral part of the Discipline Inquiry Office team demonstrating leadership and working closely with Inquiry Officers. This position reports to the Discipline Inquiry Officer (DIO).

Your duties will include:

  • Building and promoting the integrity of Victoria Police.
  • Providing authoritative legal advice, both written and oral, on a variety of complex and sensitive matters.
  • Self-management of case load and service delivery requirements.
  • Managing the receipt and reviewing of briefs of evidence. 
  • Building and maintaining sound relationships with stakeholders and partners.
  • Manage complex, contentious, or sensitive information with due regard to confidentiality.
  • Assisting the DIO in ensuring:
    • Administrative support is efficient and responsive to continuous improvement requirements.
    • All aspects of the Victoria Police discipline inquiry function are managed efficiently and in accordance with relevant legislation and common law principles.
    • The accurate and consistent application of administrative law principles, in particular the principles of natural justice, as they apply to modern disciplinary inquiries.
    • That pre-hearing processes are utilised effectively to expedite inquiries.
  • Assisting the DIO in:Assist and guidance to staff of the Discipline Inquiry Office.
    • Preparation for discipline inquiry hearings (including review of discipline briefs of evidence).
    • Drafting decisions in accordance with administrative law principles (including natural justice) and considering relevant legislation, case law and Victoria Police policy.
    • Legal research including previous decisions of the Police Registration and Service Board.
    • Reviewing practices, guidelines and trends relating to, and emerging from, discipline inquiries.
    • The maintenance of quarterly reporting on matters including DIO workloads, throughput and the emergence of themes which inform policy and practice review.
    • The building of strong partnerships with all stakeholders and ensuring an understanding of community, employee, and organisational expectations.
    • Promoting the integrity of, and community confidence in, Victoria Police's discipline system.

As the successful applicant, you will have:

  • Sound knowledge of relevant legislation and experience in court or tribunal proceedings.
  • Experience in providing authoritative oral and/or written advice and a clear understanding of the implications and effects of decisions made based on that advice.
  • Demonstrated ability to work on multiple routine and complex files simultaneously.
  • Experience in performing legal research with the ability to identify and deal with critical legal issues.
  • Sound leadership and decision-making skills.
  • Strong people skills – including high levels of emotional intelligence, self-awareness, and resilience; and
  • Possess a current Australian practising certificate which authorises the holder to supervise legal practice by others or be eligible to obtain, and make an application for, an unrestricted Australian practising certificate three months of commencement.
  • Demonstrated experience in Government Legal Practice, Administrative Law and/or Criminal Law would be highly desirable.
  • Demonstrated practical knowledge of Victorian Government processes or Victoria Police processes would be highly desirable.

Requirements and relevant information:

  • One (1) x full-time, fixed term parental leave position available until 16/06/2027.
  • The salary range for a VPS4 role is $100,894 to $114,476 (covering VPS4 salary ranges).  Although it is standard practice for selected candidates to commence at the base of the salary range, genuine consideration will be given to a commencement salary within the available range that is commensurate with the successful candidate's knowledge, skills and experiences. This will be subject to negotiations with the Hiring Manager in the course of the selection process and may include the provision of evidence of a higher income and/or supporting documentation (as required).
  • This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
  • Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
  • The successful applicant will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
  • As a member of the Legal Services Department you will be located, on selection, at a specific office within a Division for a particular advertised opportunity.  However, given occasional legal service demand issues you may be required at times to undertake varied work within the Department.  This supports the Departments commitment to a flexible and deployable legal workforce and professional development opportunities in a range of legal domains.
