Albury Wodonga Health requires a Contracts Manger to join our Procurement and Contracting Team. This position reports to the Director, Strategic Procurement and Contracting and the position has an organisational focus on all (with exception of major projects) goods and services contracting within AWH. The Contracts Manager is responsible for providing a central point of coordination, control and performance monitoring of all contracted goods and services within AWH.

 

This is a senior position within the Procurement and contract management department and the incumbent will have a key role in analysing existing procurement policies and continuing development of the procurement manual for rollout across AWH. The occupant will have a direct responsibility for ongoing monitoring and compliance with this procurement manual.

 

Primary responsibilities of this role are:

 

  • The ongoing development of AWH Procurement Manual with particular emphasis on legislative and policy compliance, risk reduction, standardisation, effectiveness and cost efficiency.
  • The   implementation   of   contracts   in   accordance   with   agreed   organisational   priorities.
  • Implementation incorporates all elements of contracting from identification of requirement through to completion. The occupant is responsible for providing a central point of coordination and control of all contracted goods and services within AWH.
  • Maintain  a  central  record  of  all  contracted  activities  and  develop  a  schedule  for review / renewal.
  • Maintain the central electronic filing system for all contract documentation.
  • Monitor changes to Victorian Government procurement legislative framework, including but not limited to the following:

-       Health Purchasing Victoria (HPV) Health Procurement Policies.

-       Financial Management Act 1994.

-       Health Services Act 1988.

-       Project Development and Construction Management Act 1994.

  • Actively monitor and as required participate in internal and external activities relating to innovations and changes affecting contracting/procurement practices and take appropriate action to minimise threats or maximise opportunities within AWH.
  • In conjunction with Operational Managers, develop and implement Key Performance Indicators for measuring/monitoring the effectiveness of support provided to clinical areas.
  • Provide applicable advice and direction to AWH Department Heads and Senior Staff on current contracting and procurement policy and procedure requirements.
  • Adhere at all times to AWH Occupational Health and Safety (OH&S) Policies and Procedures and comply with “Employee” responsibilities as identified in the relevant State OH&S Act 2000 (NSW ) or 2004 (Vic) (As Amended) and as appropriate.
  • All employees are expected to participate in mandatory education as it relates to their specific roles and responsibilities.

Candidates meeting the following mandatory criteria are encouraged to apply:

 

  • Demonstrated management experience in the procurement of goods and services within an equivalent complex / demanding organization.
  • Demonstrated research and analytical ability relative to the assessment of through life costs and ability to model the impact of any input variations.
  • Demonstrated ability to communicate, consult and negotiate effectively at a senior level.
  • Demonstrated understanding and experience in the development and implementation of procurement policies and procedures within a Medium to Large Organisation.
  • Demonstrated high level of computer skills including Intranet/Internet, e-mail, Excel, and Word.
  • Demonstrated ability to effectively manage resources to produce results within specified time frames.
  • Current Driver's License.

 

Salary and conditions of employment will be in accordance with the Health and Allied Services, Managers and Administrative Workers Enterprise Agreement 2016 – 2020.

 

Successful applicants will be required to complete appropriate Criminal Record Screening paperwork/processes in order for AWH to meet its obligations regarding screening for serious criminal offences (within and external to Australia).  Applicants unable to commit to this screening process should not submit an application for employment.

 

Successful applicants will be required to complete mandatory orientation modules using the AWH e-learning system prior to commencing employment.

 

This is a Category B position.  Successful applicants of Category A positions must provide evidence of vaccination prior to commencement.
