Position Details
Audit and Risk Committee – Chairperson/Member
Overview
Role Length Member: Initial period of four years, but no more than eight years in total.
Role Length Chair: Initial period of two years, but no more than six years in total.
Meetings: Quarterly. One annual meeting with the Presiding Officers of the Parliament.
Meeting Location: Parliamentary Precinct.
Salary: $16,000 per annum (Member), $25,000 per annum (Chair).
About the Committee
The Audit and Risk Committee is an independent advisory body that supports the parliamentary departments by overseeing financial management, risk, and compliance.
In accordance with its Charter, the Committee provides independent oversight and advice to the Parliament's Accountable Officers on the effectiveness of the parliamentary departments' financial management systems and controls, risk management and compliance, meeting at least four times a year and engaging with senior parliamentary officers.
The Committee consists of three independent members (including the Chair), with at least one member required to possess significant expertise in financial accounting and auditing. Committee members are required to maintain effective working relationships with the Accountable Officers, and the internal and external auditors.
In extension to this, the Chair works closely with the Chief Financial Officer and Secretariat between meetings to ensure effective operation of the Committee.
Who we're looking for
We are seeking an independent, highly skilled professional who can bring a breadth of expertise to support the Audit and Risk Committee's critical oversight role. Collectively, members will have strong knowledge in financial management, risk, and governance, with at least one member of the Committee possessing significant experience in financial accounting or auditing.
Ideal candidates will also demonstrate:
- Expertise in risk management and information technology to help guide strategic oversight.
- Sound judgment and analytical skills to assess complex financial and operational risks.
- A commitment to continuous learning, ensuring a thorough understanding of the Parliament's structure, operations, and financial management environment.
- The ability to collaborate effectively with senior leaders and provide timely, practical advice.
- Significant expertise in financial accounting or audit, including experience applying Australian accounting standards and Victorian Government Financial Reporting Directions in preparing general purpose financial statements.
Highly desirable:
- Prior experience serving on committees or boards.
- Professional qualifications such as CPA or CA.

Note: The Chair will be drawn from the Committee members and will be jointly appointed by the Accountable Officers, with the appointment to be reviewed every two years. A Committee member may only serve as Chair for a maximum of six years.
