About the branch

The People and Finance Division provides core support and strategic services in finance, human resources, business planning and reporting, portfolio management and procurement. The division provides the planning, business processes and systems to efficiently and effectively deliver these core support services to enable Parks Victoria to be financially sustainable and an employer of choice.

The Procurement function supports the achievement of the corporate strategy by ensuring the provision of excellent procurement compliance services through implementation of Parks Victoria's procurement operating principles

About the role

As the Category Manager, your primary focus will be to develop effective and strategic market approach, contract management plans with key stakeholders and contract owners for major spend categories. You will provide specialist procurement expertise to stakeholders on procurement policy, procedures and technical methods to resolve a range of complex or unusual business issues. 

Your responsibilities will include;

  • Assisting in the development and delivery of the Parks Victoria Annual Procurement Plan (APP).
  • Developing and executing procurement strategies for major spend categories identified in the APP in consultation with key stakeholders and business owners.
  • Providing commercial support and advice to business owners in managing contracts and supplier relationships within major spend categories
  • Proactively identifying opportunities for more cost-effective procurement and operation performance improvement opportunities
  • Ensuring the availability and accuracy of relevant data to allow measurement of procurement benefits and tracking of procurement activity


To be successful for this role you need:

  • Degree level tertiary qualification in Business, Commerce (or equivalent) and/or high level experience and proven ability
  • Significant experience in a designated procurement position delivering sourcing, category management and supplier relationship management, preferably in government procurement
  • Working knowledge of Victorian Government Procurement Board practices
  • Proven issue identification, analytical and research skills, problem solving skills and a demonstrated ability to develop innovative, sensitive and practical solutions and provide strategic advice to complex issues.
  • Chartered Institute of Purchasing & Supply (MCIPS) accreditation is desirable
  • Experience working in a Transformation and/or Change Management environment is desirable
