Position Details

About the role

In this role you'll review, analyse, advise on and develop policy and strategy in a range of contexts including strategic, economic, legislative, regulatory and operational. You're ability to formulate effective legislative and statutory solutions, provide authoritative policy advice to WorkSafe, and assess and respond to emerging trends and challenges will stand you in good stead. You'll have the opportunity to work across a broad range of subject matter, including occupational health and safety, dangerous goods and workers compensation. You may be working in a variety of settings including national, government, stakeholder and corporate.

  • Lead the development of critical occupational health and safety and workers compensation legislative and regulatory policy using a range of research and analysis techniques to develop policy options and recommendations.
  • Provide expert strategic advice to enable and support the development and implementation of legislative and regulatory reforms, statutory guidance, and non-regulatory policy options, including assessment of the most appropriate policy tool to achieve sustainable outcomes.
  • Proactive identification and escalation of emerging trends, issues and risks in occupational health and safety and workers compensation legislation and policy, including reviewing academic literature, case law, industry trends, research and activity in other jurisdictions and overseas, and keeping abreast of government, stakeholder and community views.
  • Lead the development of WorkSafe Victoria's responses to policy priorities and critical issues, such as emerging policy issues, government inquiries, interpretation and review of legislation, as well as national developments.
  • Lead the preparation and review of complex and time-critical documents including discussion papers, policy positions, Regulatory Impact Statements, drafting instructions to define legislation and regulations, and submissions to government and parliament.
  • Provide critical analysis and advice to the Legislation, Policy and Information Services (LPIS) Management Team, the Department of Treasury & Finance (DTF), the Minister's Office, WorkSafe's Executive Leadership Team (ELT) and WorkSafe Board in relation to significant policy and implementation issues.
  • Develop and maintain effective relationships with internal and external stakeholders, and work collaboratively, to identify and understand their views, utilising a variety of negotiation, presentation, communication and education techniques.
  • Represent WorkSafe at Victorian and National occupational health and safey and workers compensation forums

Skills & experience

  • Analytical, conceptual and problem solving skills with ability to identify emerging trends and systemic issues, develop effective responses and position an organisation to take a proactive approach to addressing issues and opportunities.
  • Experience in leading the development of strategic and/or legal policy, gained in a Government environment.
  • Strong stakeholder management skills, with experience facilitating cross-organisational approaches to problem solving and a constructive approach to managing conflict.
  • Experience in providing high quality and rigorous advice on a range of complex policy and/or legal issues. Experience in law is not essential.
  • Understanding of development of legislation and related Parliamentary processes.
  • Proven ability to consult on complex and sensitive issues
  • A relevant tertiary qualification.
